| The impact of the world’s new round of industrial revolution has put forward higher requirements for China’s economic quality development strategy,the current industrial structure needs to deepen the transformation and upgrading,and industrial upgrading,economic upgrading to achieve the fundamental crack measures lie in innovation.The dual innovation-driven mechanism of industrial structure upgrading constructed by combining technological innovation and institutional innovation,which is to provide structural power from the supply side,continuously innovate high and new technologies,deepen institutional and mechanism reform,continuously release the vitality of the market economy,promote the resolution of basic contradictions in the new era and actively respond to the challenges and opportunities of industrial revolution.The construction of a dual innovative industrial structure upgrading mechanism will help promote the establishment of a socialist market economy with Chinese characteristics by effective market participants and the Government,optimize the industrial structure through institutional and technological interactions,enhance the quality of economic development and achieve national development strategic goals.Technological innovation promotes the economy of scale of market enterprises and the competitiveness of product differentiation in order to realize the effective competition of market economy,and also relies on mutant and gradual technological change to promote the upgrading of industrial structure.System innovation reduces administrative system cost and market transaction cost,gradually induces industrial structure upgrading and provides system guarantee.Technological innovation and institutional innovation strengthen each other,inhibit and other entanglement stoic effects form a dual innovation driving force.The transformation of individual action is the key core of the formation of the dual innovation drive,where technological innovation and institutional innovation both mature the preconditions for the establishment of each other through changes in individual action patterns,and the degree of adaptation of both increases and the dual innovation drive is enhanced.The dual innovation driving force not only strengthens the market competitiveness but also can produce the effect of economic regulation,which affects the direction of industrial structure upgrading.Double innovation driving force will also form the development path dependence and lock,and cracking measures in the dual innovation driving force is internal interaction and human ideology.The double-innovation driving force is more conducive to cracking the development path lock to adjust the innovation orientation in time,and steadily promote the upgrading of industrial structure,but the driving force of industrial structure optimization and upgrading will be relatively weakened.Based on the statistics of 30 provinces(cities and districts)such as Beijing from 2000 to 2017,this paper empirically analyzes the effect of technological innovation,institutional innovation and the dual innovation driving force formed by technological innovation and institutional innovation on industrial structure upgrading from both national and regional levels.And carry out endogenous treatment and robustness test.The study found that,from the perspective of single-point innovation,technological innovation,financial system,opening-up system and ownership reform all have a significant role in promoting industrial structure upgrading at the national level,of which ownership innovation has the greatest effect on industrial structure upgrading.At the regional level,the ownership reform is the main driving force for the upgrading of industrial structure in the east,central and western regions,and the industrial transformation effect of ownership reform in the eastern region is stronger than that of the central and western regions.The driving force of industrial structure upgrading of technological innovation has interregional linkage,and the driving mechanism of industrial structure upgrading in China should be constructed from the overall perspective.From the perspective of double-innovation driving,at the national level,technological innovation,system innovation and the double-innovation driving force formed by the interaction of the two have a significant impact on the upgrading of industrial structure at the national level,but the dual innovation driving force is relatively weaker than the single-weight innovation drive.The high-quality economic development in the new period should not only pay attention to the single influence of technological innovation and system innovation,but also focus on the influence of the dual innovation driving force of technology and system interaction.The industrial structure upgrading effect of mixed ownership reform is stronger than technological innovation,and the double innovation-driven industrial structure upgrading effect of mixed ownership reform and technological innovation interaction is the strongest among the three double innovation-driven forces.The sources of China’s economic reform come from the promotion of the basic economic system of the state-owned economy and the private economy,and the interaction between the mixed ownership and technological innovation.At the regional level,the double innovation-driven mechanism presents regional differences.The industrial upgrading in the eastern region mainly relies on the promotion of opening-up system and mixed ownership,as well as the interaction between them and technological innovation.At present,the central and western regions cannot form an effective industrial structure upgrading double innovation-driven mechanism.The impetus of its industrial upgrading mainly comes from the single promotion of mixed ownership reform and opening-up system.The establishment and construction of the regional double innovation-driven mechanism formed by the interaction of system innovation and technological innovation should be tailored to local conditions.Finally,the policy suggestions are put forward from the four aspects of deepening technological innovation,strengthening system innovation,coordinating innovation for government and efficient market and constructing a double innovation-driven mechanism. |
