The policy reform of replacing business tax with value-added tax is one of the important agenda of China's fiscal and tax system reform in recent years,and also one of the important measures of the national "twelfth five-year" plan.The goal of the reform is to "reduce taxes and reduce negative burdens","effectively promote supply-side reform,promote economic and industrial transformation and upgrading,encourage and advocate mass innovation,and promote economic development".VAT can effectively avoid double taxation and promote tax reform to be more fair and reasonable.In order to improve the tax system,the state first carried out small-scale pilot reform,and then gradually and smoothly transitioned to the reform of various industries.Therefore,since the pilot reform was carried out in Shanghai and other places in 2012,the reform of transportation industry and part of modern service industry has been gradually transferred to all walks of life.On March 5,2016,in the government work report of the two sessions,premier li keqiang pointed out that since May 1,2016,the engine of the comprehensive policy reform of "replacing business tax with value-added tax" was launched,and the business tax officially retired from the historical stage.As a new industry included in the tax reform in 2016,the real estate industry is facing a great change in the tax environment,which means that the development of enterprises will also be significantly affected.In view of the "replacing business tax with value-added tax" policy applicable to private unlisted S company,combined with the business scope and business characteristics of S real estate development enterprise,this paper comprehensively analyzes the influence of "replacing business tax with value-added tax" policy on S company's strategy,financial comprehensive index,tax types involved and other aspects,and proposes corresponding improvement measures.Taking S real estate development company as an example,this paper first qualitatively analyzes the strategic environment,and then quantitatively simulates and calculates the basic financial data.This paper concludes that in terms of strategy,the policy of "replacing the business tax with a value-added tax" is a double-edged sword,which brings both opportunities and challenges to real estate enterprises.In terms of financial comprehensive index analysis,after the "replacement of business tax with value-added tax",S company's cost,profit and income indexes all decreased to a certain extent.In terms of tax burden,the "battalion to add" policy,under the comprehensive function of S real estate development company's overall tax burden is not decreased as expected,but rose slightly,this is due to the reform is still in the "camp to increase" in the early stage,the industry chain VAT deduction is not fully open,the industry is not standard,the finance department can not fully achieve the input VAT special invoice,value-added is not high.Based on the analysis of the above three aspects,it is found that the policy of "replacing business tax with value-added tax" has a certain degree of negative impact on the strategic environment and various financial indicators of S's real estate development enterprises,as well as various degrees of impact on the development capabilities of enterprises.Finally,based on the above quantitative and qualitative analysis,we can draw a conclusion: theoretically,in order to prevent the tax risks in the transitional period of replacing business tax with value-added tax,specific Suggestions are put forward from the aspects of constructing the strategic management system of tax planning,case analysis of tax planning in various stages,safeguard measures of tax planning,i.e.optimizing financial management activities.Based on practical significance,it can provide reference for real estate development companies on how to respond to tax reform,enjoy tax reform and development policy preferences,and for small and medium-sized private enterprises on how to respond to tax policy reform.
