A Comparative Study Of Pension Insurance Treatment Between Government And Enterprise After The Merger In Changzhou

At present,China's pension insurance mainly includes two parts,they are Government pension insurance and enterprise employee pension insurance.After Reforming and Opening-up,with the development and improvement of politics,economy and culture in China,the state has carried out many reforms and achieved remarkable results in China's enterprise endowment insurance system.However,the reform of the old-age insurance system of the government was officially launched in October 2014.Its development lags far behind that of the employees of enterprises,resulting in a significant gap in the retirement benefits between the retirees of the enterprises and the government,which undermines social fairness.Therefore,the reform of old-age insurance is imperative.From the point of view of the current pension insurance reform in China,this paper compares the treatment of retirees under the two pension insurance systems,analyses the causes of the pay gap,and puts forward corresponding countermeasures.The first part of the article mainly introduces the purpose and significance of the research,and the second part mainly elaborates the related concepts and theoretical basis of the pension insurance reform,the third part mainly compares and analyses the difference of pension benefits between Changzhou municipal government pension insurance and enterprise pension insurance retirees.Firstly,it introduces the development process of the two pension insurance systems.Secondly,it elaborates the related policies of the government pension insurance benefits and enterprise pension insurance benefits after the merger.Then,it simulates and calculates the pension insurance benefits of the government and enterprise after the merger and compares them.The fourth part introduces three kinds of foreign civil servants' pension insurance systems,namely the central provident fund system in Singapore,the multi-pillar civil servants' pension insurance system in the United States and the multiple pension insurance system in Japan,as well as the enlightenment to our country.Finally,from the perspective of the integration of the two pension systems,this paper puts forward reform proposals,vigorously develops the enterprise pension system,standardizes the civil service pension system,does a good job in maintaining and increasing the value of pension funds,establishes a sustainable pension insurance system and standardizes the management of pension funds by using the Internet,gradually narrowing the gap between the treatment of retirees in enterprises and institutions.
