In recent years, corporate social responsibility(CSR)has received extensive attention and attention in business and academic circles.A large number of academic studies and practices have proved that CSR can bring positive impact on enterprises(such as improving reputation and financial performance). However, corporate social irresponsibility(CSIR)frequently occurs, which has a huge impact on the society. Therefore, recent studies have tended to focus on the impact of corporate social irresponsibility behavior. The existing studies on the impact of CSIR behavior mainly have the following three problems: first, scholars focus on the impact on the output of enterprises--financial performance. However,as an important intermediate mechanism affecting the development of enterprises, transaction cost has been neglected by scholars.Secondly, some scholars point out that CSR can serve as a "health care mechanism" to cover up the negative impact of corporate CSIR behavior, but CSIR is not the opposite of simple CSR.The positive effect brought by CSR is not equal to the negative effect brought by CSIR,because stakeholders tend to pay more attention to negative corporate behaviors and have stronger reactions. Finally, the above research background is mostly in western developed countries, can it be verified in China in emerging countries? Therefore, this study mainly focuses on the following issues: first, this paper tries to focus on the lack of social responsibility behaviors of Chinese private enterprises(such as product safety, deceiving consumers, polluting the environment, etc.)and explore their impact on transaction costs;Second,in the context of China's unique institutional environment, this paper studies whether political connections and charitable donations can be used as strategies to cover up their irresponsible behaviors and weaken the positive impact of CSIR on transaction costs. So as to explore the mechanism of CSIR behavior affecting transaction costs of private enterprises,as well as the regulating role of political connections and charitable donations. This study mainly uses the survey data of "national private entrepreneurs" in 2018,and uses statistical analysis software STATA19.0 to conduct empirical test on the data. The results show that :(1)CSIR behavior of private enterprises will lead to the increase of labor cost, tax cost and financing cost;(2)although political connection can weaken the positive impact of CSIR behavior of private enterprises on the administrative cost and tax cost of government,it cannot weaken the positive impact of CSIR behavior of private enterprises on the human cost and financing cost;(3)charitable donation can weaken the positive impact of CSIR behavior on financing costs of private enterprises, but it has no significant moderating effect on labor costs, tax costs and government administrative costs. The research conclusion is conducive to the understanding of CSR deficiency behavior and its influencing mechanism. As CSIR behavior damages the interests of stakeholders,it loses its support and eventually leads to the increase of transaction costs. At the same time will also be able to correctly understand China's institutional environment, while the political ties and charitable donations can be in a certain extent, alleviate the negative effects caused by the enterprise CSIR behavior, but the efficiency of CSIR behavior and CSR activities are not entirely equivalent, along with the development of the system of China's economy and the improvement of awareness, political connections and charitable giving and not fully cover up enterprise CSIR negative effects on the transaction cost.
