Research On Fiscal Taxation And Financial Policies Of Private Enterprises Rescue In Jiangxi Province

The number of private enterprises in China is large,accounting for more than 90%.It is an important part of our economic system.Private enterprises play a key role in absorbing employment labor,government tax contribution,and technological innovation support.They are an important supporting force for China's economic growth.The importance of its stable development to China is self-evident.In recent years,private enterprises have been affected by the unfavorable environment at home and abroad.The development faces many difficulties.In general,the icebergs of the market,the high mountains of financing,and the volcanoes that are transformed are the“three big mountains” facing the development of private enterprises at this stage.In response to the difficulties faced by the development of private enterprises,in November 2018,President Xi Jinping proposed at the private enterprise symposium to create a good development environment for private enterprises,support private enterprises to move toward a broader stage,and give full play to promoting socialist economic development.Supporting role.China's ministries and commissions and provinces have actively responded to the call of President Xi,and have formulated a number of measures to accelerate the development of private enterprises.In December2018,the National Development and Reform Commission and the Ministry of Commerce proposed to fully implement the market entry negative list system,achieve "non-forbidden access",optimize the business environment of private enterprises,and give private enterprises fair market treatment.In January 2019,the Jiangxi Provincial Government issued the "Several Opinions of the People's Government of Jiangxi Province on Supporting the Healthy Development of the Private Economy",and many measures to support the rapid development of private enterprises.It can be said that the development of private enterprises has become an important task and subject of current government and scholars.This article uses Jiangxi province as an example to explore the government fiscal and taxation and financial support policies of the Jiangxi provincial government to promote the relief of private enterprises,with a view to providing a useful reference for the formulation of government fiscal and taxation and financial support policies for private enterprises in other provinces of Jiangxi province Enlightenment.On the basis of studying and sorting out relevant research results and research theories at home and abroad,this paper summarizes the development status of private enterprises in Jiangxiprovince,analyzes the difficulties and reasons for the development of private enterprises in Jiangxi province,and then rescues private enterprises in Jiangxi province.The government's fiscal and taxation and financial support policies and their existing deficiencies are analyzed.Based on the experience of domestic and foreign government fiscal and taxation policies to support the development of private enterprises,the fiscal and taxation policies to promote the relief of private enterprises in Jiangxi province are finally proposed.Financial policy recommendations.Fiscal and taxation policies and measures mainly include: optimizing government procurement support to promote the development of private enterprises;expanding government service outsourcing to guide technological innovation of enterprises;strengthening financial support to promote the transformation and upgrading of private enterprises;optimizing tax relief methods to stimulate the vitality of technological innovation of private enterprises;Increase tax reduction and exemption to help private enterprises reduce their burdens and increase their income.Financial policies and measures mainly include: building a financing service platform;exploring the establishment of a private enterprise development bank;and accelerating the construction of the corporate credit system in Jiangxi Province.At the same time,this article also proposes other supporting measures to further promote the development of private enterprises.
