Since my country's economy entered the new normal,the key to promoting the transformation of the economic development mode is to give play to the basic role of consumption in driving economic growth.However,because my country is in a critical period of economic transformation and upgrading,the institutional system is not yet perfect,and the overall economic environment is still unstable,resulting in the uncertainty of the consumption environment of urban and rural residents.Factors such as the economic situation,employment,and natural climate environment have increased the fluctuations in the income of urban and rural residents;medical expenditures,education expenditures,and emergencies have made the fluctuations in urban and rural residents' expenditures unstable.Under the condition of uncertainty,urban and rural residents' expectations of future uncertainty increase,and urban and rural residents' insufficient willingness to consume,and then take the action of reducing consumption and increasing savings.How to make use of social security expenditures to reduce the impact of uncertainty on the consumption of urban and rural residents,promote consumption increase,and then promote consumption to stimulate economic growth has important practical significance.On the basis of summarizing relevant literatures,this article unfolds concretely according to the basic theory-influence mechanism-status analysis-empirical researchpolicy suggestion.First,clarify the significance,innovation,and shortcomings of this study by combing relevant domestic and foreign literature;second,define relevant concepts and briefly introduce Western classic consumption theories to lay the theoretical foundation for this study;third,analyze social security expenditures for residents The mechanism of consumption;fourth,the analysis of social security expenditures and the status of residents' consumption;fifth,the use of panel data from 31 provinces in China from 2007 to 2017 to construct a fixed-effect model and empirical analysis of social security expenditures on urban and rural residents' consumption And the structure,and verified the mediating effect of income and expenditure uncertainty on social security expenditure and residents' consumption.Finally,according to the research results of this paper,the corresponding policy recommendations are put forward.The research conclusions show that: First,there is a positive correlation between social security expenditures and consumption of urban and rural residents,that is,social security expenditures have a positive role in promoting the consumption of urban and rural residents,and increasing social security expenditures can help increase consumer consumption.Second,the impact of social security expenditures on residents' consumption is greater in urban areas than in rural areas,and income levels are still an important factor in determining residents' consumption.Third,the urban and rural social security system needs to be further improved,and the level of urban and rural social security expenditure needs to be improved.
