The No.1 paper of the central document in 2017 pointed out that strengthen the drive of scientific and technological innovation and lead the modern agriculture to accelerate the development need to integrate scientific and technological(S&T)innovation resources,improve the agricultural S&T innovation system and modern agricultural industrial technology system,accelerate the structural reform of the agricultural supply side,improve the allocation efficiency of agricultural science and technology resources.The development of agricultural science and technology is inseparable from the support of scientific and technological resources,and the allocation structure of scientific and technological resources has a great influence on their allocation efficiency.How to optimize the allocation structure of agricultural science and technology resources to solve the problems of scattered and repeated agricultural science and technology resources,low utilization efficiency already become a focus of attention in the field of agricultural science and technology.Based on this,this paper studies the status of the allocation structure of science and technology resources with agricultural research institutions as the research object,with a view to constructing a dynamic simulation model of the science and technology resource allocation system of agricultural scientific research institutions and studying the changes in the configuration of science and technology resources of agricultural research institutes in China.The impact of outcomes on the evolution of the impact,and the provincial Academy of Agricultural Sciences as an example,through the analysis of scientific and technological resources allocation capacity of provincial agricultural scientific research institutions,to improve the allocation of agricultural science and technology resources and related decisionmaking to provide a certain theoretical reference and policy lessons.This study includes the following five aspects:The first part discusses the basic conceptual framework of the science and technology resource allocation system from the aspects of human resources,financial resources,and information resources by reviewing the research status of the allocation Agricultural science and technology resources allocation at home and abroad and defining related concepts and analysis of related theories.Based on the analysis of different configuration subjects,a theoretical analysis model of the science and technology resource allocation system with agricultural research institutes and Agriculture and Forestry Universities as the main configuration subject was constructed.The second part analyzes the current situation of the allocation of science and technology resources and the allocation of Agricultural science and technology resources,regards the allocation of science and technology resources in agricultural research institutes as a complex and dynamic adaptation system.It uses the causality diagram to study the input and output of scientific and technological resources.The causal logic relationship,through the system dynamics theory and method,constructs the dynamic simulation model of the science and technology resource allocation structure of China's agricultural scientific research institutions,and provides theoretical preparation and data support for the dynamic simulation of the configuration structure.In the third part,after calculating the equations,determining the boundary of the model,and constructing the system model of the science and technology resource allocation structure of agricultural scientific research institutions,a model inspection is conducted.After the test is passed,the effect experiment of agricultural science and technology resource allocation structure changes is performed,and simulation is performed using VENSIN-DSS.Simulation,through the adjustment of the input structure of science and technology resources in the model to observe the changes in the output of science and technology,through repeated trials of the design of various programs to find the optimal allocation of agricultural science and technology resources optimal program.In the fourth part,Based on the most important agricultural scientific research institutions in all regions of China:the perspectives of provincial academy of agricultural sciences,analyzes the scientific and technological resource allocation capabilities of provincial agricultural scientific research institutions in China,and uses the abrupt progression method to calculate their scientific and technological resource allocation capabilities;and quantifies them using the NRCA(Standard Display Comparative Advantage Index).The comparative advantage of the use of scientific and technological resources provides targeted policy recommendations for the improvement of the allocation of scientific and technological resources of provincial agricultural scientific research institutions in China.In the fifth part,the optimal analysis of the simulated configuration scheme is discussed,the differences in the input structure are discussed,and some conclusions are drawn.Through the combined simulation results of the configuration of the simulation,the scientific and technological resources allocation capacity of the agricultural scientific research institutions in each province is measured.As well as studies on comparative advantages,targeted policy recommendations have been put forward.After proposing corresponding policy suggestions,this paper analyzes the deficiencies of the study and proposes some feasible ideas for further in-depth study.
