As China's urbanization process continues to accelerate,urban commercial real estate has achieved unprecedented development.As one of the highly intensive organizational expressions of the city,the urban complex has a strong impetus to the economy around its region,which not only promotes the prosperity and development of the city,but also enhances the livability and economic competitiveness of the city.At present,there are many researches on the cost control of urban complex construction process.There are relatively few studies on the cost control of the operation and maintenance stage after the completion of urban complexes,especially the research on the operation and maintenance cost of urban complex property management enterprises.From the perspective of the complete life cycle of the urban complex,its operation and maintenance costs are far greater than its design and construction costs.From the perspective of the whole life cycle,the cost control work of the operation and maintenance phase of the urban complex project is considered,and the overall cost can be realized.Urban complex projects have the lowest resource consumption and the greatest economic benefits throughout their life cycle.Taking Xi'an S city complex as an example,this paper takes the property management cost control work in the operation and maintenance phase as the main line,and proposes to minimize the project life cycle cost,from the property management human resource cost,equipment maintenance cost,energy consumption cost,and Starting from four dimensions of project standardization management,cost control analysis was carried out by means of planning function solving tool,equipment selection and update based on LCC theory,specific optimization and consumption reduction plan and KPI performance appraisal,and proposed measures.The research results show that:(1)For labor-intensive property management enterprises,labor costs account for more than half of the total service cost.Reasonable allocation of the number of positions and personnel required for the project through dynamic management is the key to reducing the cost of human resources;(2)Based on the comparison of equipment and facilities selection of LCC and VE,from the perspective of “the whole life cycle of equipment use” The update plan is the basis for realizing the optimal value of the urban complex equipment and facilities in its life cycle;(3)Most of the energy consumption of the urban complex occurs in the operation and maintenance stage,with the aim of reducing energy consumption and improving energy efficiency.The specific energy saving and consumption reduction measures are the most direct and effective way to reduce the cost of property management;(4)KPI as a bridge connecting the individual performance of the property management enterprise and the strategic goal of the enterprise,through the evaluation of key performance indicators,to increase the time utilization efficiency of the property management enterprise Reducing labor costs and equipment maintenance costs play an active role.This study not only provides targeted and specific optimization measures for Xi'an S city complex property cost control,but also provides important reference and reference for the cost control of other urban complex property management enterprises.
