Research On Rational Pricing Of Water Supply System PPP Project

For a long time,China's water supply industry has provided water services for urban residents,agriculture and industry through state-owned and local government business development models,which have the special nature of monopoly and social welfare.With the acceleration of the urbanization process,the upgrading of water supply infrastructure,the continuous improvement of water production standards and development technologies have brought considerable pressure on government capital investment.China's introduction of the PPP model in the water industry has greatly promoted market-oriented reforms based on price and efficiency,and effectively shared the government's fiscal pressure.China's water price has undergone a reform process from unpaid water to ladder water prices.Compared with traditional utilities,how to control costs and establish reasonable prices for company projects under the PPP model has become the key to this market-oriented reform.This thesis introduces the current status of domestic and international water supply infrastructure pricing mechanism,summarizes the relevant theoretical research on different pricing mechanisms at home and abroad,analyzes the water price connotation under the PPP mode according to the urban water supply system process,and analyzes the franchise price elements from the water supply stage.List the pricing models that are now widely used,and on the basis of summarizing and analyzing,optimize the rational pricing model under the PPP model.According to the data of the water supply plant project of the public-private partnership of the A-city franchise company,it is brought into the reasonable pricing model,and the calculation is based on the water production cost,management cost,manufacturing cost and investment income of the franchise enterprise.The price of urban water supply is concluded that the current water price in A city is difficult to meet the cost of water supply.In view of the above conclusions,from the aspects of pricing mechanism,pricing structure and water price hearing mechanism in PPP mode of A city,the reasons for the deviation are analyzed,and then the countermeasures are proposed from the aspects of government compensation,improvement of hearing system and adjustment of water price ratio.Provide more reasonable pricing ideas and suggestions after the PPP model is put into the urban water supply utility.Through theoretical research and actual project data,this thesis analyzes the pricing mechanism of the PPP project concession price of the water supply system,and provides suggestions and references for better setting the water supply price and achieving the balance of interests of the government,enterprises and the public,and promotes the water price cost in the water supply.This branch of the process is clearer,and it is hoped to provide some reference and reference for the rational pricing of water PPP projects and the rational pricing of urban public utilities PPP projects.
