China is not only a big energy consumer,but also the country with the largest increase in energy consumption,Compared with the developed countries in the world,energy consumption per unit of GDP is higher,which can't only rely on increasing energy supply to solve the growing supply-demand gap caused by high demand.There is an urgent need to improve utilization efficiency,reduce the gap between energy supply and demand to ensure national energy security.In addition,China's current economic development has changed from a high-speed growth stage to a high-quality development stage,this transformation requires attention to the upgrading of economic structure,reducing energy waste,pollutant emissions and improving the efficiency of production factors in the process of economic development.From the perspective of domestic energy use,the energy use efficiency in the western region is far lower than the eastern and central regions.To explore ways to improve the energy use efficiency in the western region is conducive to alleviating the gap between supply and demand of energy in China to a large extent and achieving green and sustainable economic development.From the perspective of production factors,the low efficiency of energy utilization is mainly due to the unreasonable allocation,which means that the price of factors fails to truly reflect the scarcity of resources.Therefore,there must be a close relationship between the distortion of factor market and energy utilization efficiency.This paper selects panel data of 11 provinces and cities(except Tibet)in the western region from 2000 to 2017 to explore the direct impact of factor market distortion on energy efficiency and its transmission mechanism.First of all,based on the combing of the existing research results,this paper analyzes the theoretical mechanism that the distortion of the factor market affects the energy utilization efficiency;secondly,this paper uses the C-D production function to measure the distortion of the factor market and the super efficiency SBM model to measure the energy utilization efficiency to analyzes the gap between the western region and other regions,as well as the variation differences between the provinces and cities in the western region.The study found that there is a serious negative distortion in the factor market in the western region,which has the lowest energy utilization efficiency,and the energy use efficiency of each province is quite different,with a significant downward trend.Thirdly,using sys-GMM and Biased-corrected LSDV method to build dynamic panel model,which analyze the direct impact of factor market distortion on energy efficiency,and get the intermediary effect of intermediary variables,The results show that the distortion of the factor market in the western region has a significant negative direct impact on energy efficiency,and it will inhibit the promotion of industrial structure upgrading on energy efficiency,and weaken the negative impact of technological progress on energy efficiency.This empirical result is different from that of the eastern region,which shows that under the market reality of the distortion of the factor market,the impact of technological progress on the efficiency of energy utilization has spatial heterogeneity.At the same time,it shows that the western region belongs to the low-tech and low-efficiency area We need to improve energy efficiency.Finally,combined with the research results,the paper puts forward the corresponding countermeasures and suggestions on how to improve the energy utilization efficiency in the western region.
