With today's society into the era of knowledge economy,innovation has become an important driving force for economic development and is closely linked to the prosperity of the country,the strength of the nation and the well-being of the people.Innovation ability is the key competitive factor of a country's comprehensive national strength.The effective promotion of scientific and technological innovation ability can determine the trend of economic development,optimize economic structure and promote sustainable economic development.Various regions in China have made certain achievements in increasing the input of scientific and technological resources,attracting outstanding innovative talents,stimulating the enthusiasm of enterprises in research and development,promoting the institutional reform of scientific research institutions,optimizing the scientific research management system of universities,and improving the environment for scientific and technological innovation.However,China's overall scientific and technological innovation ability is not strong,and there is still a certain gap between China and innovation-oriented countries in scientific and technological innovation level.On the basis of understanding the background and significance of the research,this paper takes the innovation activities of 31 provinces and cities in China as the research object,and establishes the scientific and technological innovation performance evaluation system with multiple inputs and multiple outputs.The static analysis of section data from 31 provinces and cities in China for three years was carried out by DEA method,and the efficiency was calculated respectively.Then the Malmquist index method was used to make dynamic evaluation and analysis on the panel data of scientific and technological innovation.Therefore,it is found that the performance of scientific and technological innovation is unbalanced in regional development and low in some areas.On the basis of DEA model,the Tobit regression model is introduced to comprehensively study and analyze the influencing factors of China's scientific and technological innovation performance from five aspects: scientific research development degree,regional education environment,economic strength level,human capital structure and government attention degree.Conclusions are drawn from the static section data,dynamic panel data and influence factor analysis.In view of the input,output and environment of science and technology innovation performance,this paper proposes the countermeasures and suggestions for optimizing the construction of resource allocation system and establishing the supervision mechanism of science and technology investment,enhancing the strength of scientific research and promoting the transformation of scientific and technological innovation achievements,improving the construction of scientific research management system and stimulating the development vitality of scientific and technological innovation.
