Study On The Reform Of Homestead System In Poverty-stricken Areas Under The Background Of Rural Revitalization Strategy

At present,with the advancement of the rural revitalization strategy,the overall outlook of the countryside has been refreshed.On the one hand,the production and lifestyle of most farmers are undergoing profound changes.On the other hand,the rural appearance,public facilities and environmental sanitation Significant improvement,at this stage,a beautiful new village has been initially built.Among them,the reform of the homestead system occupies an important position in the rural revitalization strategy,but it is undeniable that the current homestead system is facing the following problems: rural homesteads are idle and wasteful;the homestead is an important property for farmers,which farmers only The right to use,but unable to conduct market-based transactions,homesteads can not demonstrate the potential value of property.Therefore,in the context of the rural revitalization strategy in the new era,it is urgent to deepen the reform of the rural homestead system,and the goal of the reform is to serve and obey the current and future long-term goals of rural revitalization.In this study,the literature research method is first used to study the growth and influence mechanism of rural residential land area abroad and the improvement of rural residential areas,and the domestic paid acquisition and use mechanism,transfer mechanism,and exit mechanism of homestead ownership Summarize and form a scientific understanding of homestead system reform.Then,on the basis of the current research status,the three concepts of "homestead","homestead separation of three powers" and "poor areas" related to the research theme are defined,combined with "institutional change theory" "Property rights theory" and "Market Mechanism Theory" describe the connection between the inevitability of homestead system reform and basic theory.Furthermore,this study systematically reviews and analyzes the process and internal logical basis of the transformation of the rural homestead system from "compulsory change" to "induced change" after the founding of New China,in order to provide inspiration and help.This article enriches and innovates in the research perspective and research content,and studies the related issues of homestead system reform in the poor areas of China.The rational use of rural homesteads is related to the long-term development of rural areas and the vital interests of hundreds of millions of farmers.In recent years,the research results of homestead system reform by Chinese scholars have been concentrated in economically developed regions.The rural population is in a state of poverty.Compared with non-poor areas,poor areas generally have a fragile ecological environment,limited levels of social productivity,insufficient economic development momentum,low levels of social security,and deep-rooted traditional concepts of farmers.Rural development is not fully balanced.The problem is particularly prominent.The restrictive conditionsfacing the reform of the homestead system are increasing.In view of this,the actual demand for accelerating the reform of the homestead system in poor areas is more urgent.This article enriches and innovates in the research perspective and research content,and studies the related issues of homestead system reform in the poor areas of China.The study takes the practice of reforming the homestead system in Jinzhai County as the only pilot area for reform in poor areas as the starting point.Through interviews and surveys with village cadres and farmers in Jinzhai County,the relevant information and views on homestead system reform are mastered.On this basis,summarize the strong measures and effects of the reform of the homestead system in Jinzhai County,analyze the obstacles that still exist in the reform of the homestead system in Jinzhai County,and analyze the reasons.The study found:(1)The reform of the homestead system in Jinzhai County focuses on giving play to planning and guidance,and exploring the efficient use of homestead resources in the system norms.(2)In the process of homestead system reform,Jinzhai County played a role of policy superposition,vigorously promoted the reform of comprehensive supporting facilities,and realized the simultaneous improvement of the living style and living environment.(3)In the process of homestead system reform,Jinzhai County has focused on consolidating the residential function of homesteads,reducing the over-reliance of farmers on homesteads,and constantly exploring and improving homestead payment acquisition mechanisms,transfer mechanisms,and exit mechanisms based on local Characteristic resource environment,innovate the reuse of homesteads,strengthen the asset function of homesteads,broaden the income channels of farmers,and increase their income.Through the above research,the path of optimizing the reform of the homestead system in the remaining poor areas is put forward,so that the reform of the homestead system can really promote the economic,ecological,social,political,and cultural development of the poor areas,lead the precise poverty alleviation,and realize rural revitalization.
