For reducing the tax tension of small and micro enterprises,in 2019,government in PRC issued the Inclusive Tax Reduction Policy for Small and Micro enterprises(ITRP).This policy involves 10 kinds of tax and fees.It is estimated that the national tax reduction will reach 200 billion every year.L District of W city is located in the southeast of China,with a large number of small and micro enterprises and high social contribution.This paper takes the small and micro enterprises defined in the tax policies and regulations of L District of w City as the research object.Through literature analysis,the author combs and compares the policies before and after the ITRP.Then,through the comparative analysis,it elaborates and analyzes the tax reduction effect of the policy from the tax reduction data,the number and sales of small and micro enterprises.The questionnaire survey is adopted to obtain the satisfaction of them after the implementation of the policy.Combined with the analysis results of the two,the paper summarizes the policy effect after it was implemented.According to the analysis,the policy has a significant tax reduction effect in L District W City,and achieved high satisfaction.However,the author points out that there are some problems,such as the unreasonable setting of the tax collection point,the lack of industry differences in the application of the policy,the single tax form,and the insufficient consideration of the local government's financial resources.Therefore,it puts forward some suggestions,such as changing the VAT threshold to VAT exemption,formulating more targeted tax preferential policies,enriching the forms of policies,and considering the financial resources of local governments when designing preferential policies.
