Research On The Supervision Of Township Financial Funds

In recent years,our country has been increasing the intensity of the special fund input to the township grass-roots level,however the supervision of the township financial fund has not received enough attention.In order to improve the performance of the use of financial funds ?improve the security of funds ? prevent data falsification ? false project approval ? cheat ?misappropriation of financial funds and other ACTS,this paper takes the supervision of township financial funds from 2015 to 2019 in S Town,Jiangsu Province as a case to analyse the existing problems and reasons of the township financial funds supervision.By this way,this paper can find ways to raising the level of supervision over township financial funds and improving the system of supervision over township financial funds.For these purposes,this paper analyzes the supervision of financial funds in S town of Jiangsu Province from the supervision of the total funds of township finance,the supervision of supplementary funds,the supervision of special funds,the supervision of general public budget revenue expenditure funds,the supervision of non-tax revenue five aspects.There are five problems in terms of capital regulation,including the imperfect supervision system of township financial funds,the inadequate implementation of the supervision system,the phenomenon of“collusion” between grassroots governments,the soft constraint of township budget and the insufficient implementation of the budget and attaching more importance to the results of the supervision of financial funds than the process.Through the analysis,this paper explores the measures to improve the supervision level of township financial funds.There are five measures to strengthen the supervision of township financial funds,including improving the supervision system for township financial funds,Improving the township financial management system and management system,strengthening the construction of supervision teams for township government funds,improving the use and management of financial funds for leading cadres in towns and townships and making clear the responsibility of each department of finance fund supervision of township.
