Policy reforms in Rwanda: Decentralization, governance and economic development

Abstract/Summary:
Today, Rwanda is a country struggling with what policy to adopt that support sustainable development. Rwanda has a population of 8.5 million, a population growth rate of 3.7 percent, and one of the highest population densities of any country on the African continent. Rwanda's geography and demography make it susceptible to certain types of environmental problems and food insecurity. Despite sustained economic growth in Rwanda in recent years, poverty continues to worsen, thus widening the gap between rural and urban populations. In the process of institutional reforms and an economic development program, Rwanda adopted a decentralization policy as a strategy for economic sustainability. This thesis aims to elucidate to what extent political participation is necessary to achieve poverty alleviation, conflict prevention, and reconciliation in Rwanda. Policy recommendations that address the problem of poverty, the causes of conflicts and their interplay are needed in order to assess which policy instruments are required and in what circumstances. This will facilitate the design of efficient, sustainable strategies for sustainable communities.;The Rwandan government understands that peace is only temporary if the people themselves do not secure it. Peace is a condition of the mind, and the role of government is to facilitate this political development to grow and flourish. Thus, sustainable development and empowering people on the grassroots can increase unity and economic development among Rwandan people, in the hope of promoting cohesion among all identity groups to create peace of mind for all Rwandans.
