Abstract/Summary:
This thesis is an investigation into the potential for integrating social programming with civic infrastructure typologies. New infrastructure projects often miss their potential to enhance the public realm. Facilities such as the new water treatment plant in Halifax, Nova Scotia, offer's much higher potential to host the community and address issues such as eroded urban fabric. The current facility has created an urban void on Barrington St. and Cornwallis St., further distancing the public from connection to the water. With most water treatment plants being located in proximity to water courses, this experiment in hybrid programming, between infrastructure and civic amenities, will set a precedent for water treatment plants in Halifax.
