| This study focuses on the World Bank rather than the International Monetary Fund (IMF) because the Bank is the driving force of development in Africa. Although the Bank is a major actor in the socio-economic landscape of southern Africa (Botswana, Zambia, Malawi, Mozambique, Swaziland, South Africa, Zimbabwe, Namibia and Lesotho), there have been few qualitative studies done, examining the Banks effectiveness in Lesotho. The following questions will guide my research analysis with regards to the Bank and the developmental relationship it has with Lesotho. My research questions are: has the Bank been effective in fulfilling its stated health care developmental objectives as outlined in the 1995 Poverty Reduction Action Plan? If so, how has it been effective? If not, what can be done to make it more effective? Does the Bank recognise the importance of local developmental goals? This study proposes to use qualitative methods to assess the effectiveness of the 1995 Poverty Reduction Action Plan, focusing specifically on the health sector as a component of the PRP.
