Abstract/Summary:
Coastal river mouth breaching is the activity whereby people open up a sand bar to allow flow of coastal lagoon and river water into the ocean. The purpose of this study was to identify the goals of breaching and the compatibility of different agencies' breaching goals. This study also investigated breaching management issues, success, and effectiveness.; This research was conducted using quantitative and qualitative analysis of a survey of agency personnel involved in breaching and analysis of documents related to breaching in the Monterey Bay area. Quantitative analysis was performed using Statistical Package for Social Science software.; This thesis found that comprehensive river mouth management should be employed to plan, permit, and conduct breaching, and that coastal managers should individually evaluate river mouths and encourage natural river mouth processes prior to breaching. This study also provides a list of issues that coastal planners should consider before breaching.
