Common Foreign and Security Policy: An aspect of European political integration

Abstract/Summary:
With the transformation of the world system from a bipolar to a multipolar one the European Union (EU) is expected to play a significant role in maintaining peace and security. In order to do so, the EU needs to develop a foreign policy that will reside on collective interest. If the EU succeeds in creating a political union among its members it will redefine the role of the state in the international system and its interplay with international or regional organizations. The focal points of this thesis are: (a) the ability of the EU to establish foreign policy parameters and develop regulations allowing its members to converge their respective interests rather than developing a single foreign policy dictated by the interests of its large members; (b) the pressure placed on the EU for the development of a Common Foreign and Security Policy by its high degree of economic integration and the interconnection between economic and foreign policy. Our study includes elements of integration, intergovernmentalism, transnationalism and bureaucratic policies. The evolution of a Common Foreign and Security Policy represents the battle waged by the state to remain independent in an interdependent world; (c) the institutional and procedural changes necessary for the establishment and implementation of a Common Foreign and Security Policy, in effect Political Union; (d) the Link between security and foreign policy.; Having examined if: (1) the theory of integration supports political integration as the final step to European integration; (2) political integration will end in a particular political arrangement; (3) the historical record of European integration sustains the hypothesis that political integration has been the goal of European integration, we believe that the European Union can develop a Common Foreign and Security Policy.
