Abstract/Summary:
The purpose of this study was to determine the feasibility of implementing a site-based management model at Newport Harbor High School (NHHS) in the year of 2000. It was also to determine what changes (if any) would need to occur if NHHS were to implement such a governance structure.;The results of this study indicated that the decision-making structure for the 1999--2000 school year at Newport Harbor High School could be more effective. The teachers' perceptions are that decisions are made at the top of the administrative tier and enforced on those below. Such a decision-making environment is not productive for students nor is it productive for teachers.;Throughout the literature, it has been reported that school-based decision-making is one aspect of systemic school reform. It is an approach to improving schools that also includes changing instruction, curriculum, the institutional web that surrounds schools to achieve an integrated focus on the outcomes of education.
