All government agencies charged with reviewing public and private undertakings have the authority and responsibility to evaluate potential project impact on cultural and historic resources; and, in such reviews, often reference the Secretary of the Interior's Standards for Archeology and Historic Preservation. This document, although intended to apply to all undertakings and types of resources, is limited when addressing non-architectural resources. With the emergence of landscape preservation, the Secretary of the Interior's Standards for Archeology and Historic Preservation have been found cumbersome in providing advice to those dealing with historic landscape resources.;The thesis focuses on the applicability of the Secretary of the Interior's Standards for Archeology and Historic Preservation: Standards for Historic Preservation Projects and accompanying Guidelines to undertakings involving historic landscape resources. The thesis addresses established federal preservation philosophies/policies relative to landscape resources, and offers detailed recommendations regarding the rehabilitation of one resource type, designed historic landscapes.
