Abstract/Summary:
The purpose of this study is to identify factors that have led to the declining enrollment of Black and Latino enrollment at New York City's three historic specialized high schools despite comprising of more than two-thirds of the overall student population. The study uses statistical data, information on feeder schools, and archival materials to identify the origin of the decline and why it has sustained over time. Understanding the decline will help provide solutions to problems of educational equity in New York. The research reveals that residential segregation is a key factor in the inequitable access for Black and Latino students.
