Typhoon disaster is one of the common disasters in coastal areas of China.Although it can bring abundant rainwater,the casualties and property losses caused by typhoon disaster can not be underestimated.In March 2018,the State Emergency Management Department was formally established in accordance with the institutional reform plan approved at the first meeting of the 13th National People's Congress.In this case,the government and people have more and more profound understanding of disasters.It is urgent to study typhoon disasters in depth and strengthen protection measures for coastal areas.However,there is still a lack of research on resilience in emergency management in China.Scholars'research on resilience mainly focuses on individual psychological resilience.Traditional management tools can not meet the needs of emergency management at this stage.For this reason,this paper considers and summarizes the relevant research results at this stage,and puts forward a model for measuring the resistance of typhoon disasters,hoping to provide a theoretical basis for the formulation of relevant policies.This paper takes the typhoon resistance in coastal areas as the research object and takes literature research and empirical research as the research method.Firstly,it discusses the meaning of the resistance under the background of ecology,psychology and disaster science,and compares the relationship between the disaster resistance and vulnerability,so as to scientifically define the conceptual dimension of community resistance and identify the composition of the principal component influencing factors under the typhoon disaster situation.Then,on the basis of emergency life cycle theory(MPRR)and sustainable frame work theory,a community resilience index system with social capital,economic capital,material capital and human capital as primary indicators under typhoon disaster situation is constructed.Based on the data of 10 coastal cities(Guangzhou,Shenzhen,Zhuhai,Dongguan,Huizhou,Zhongshan,Zhanjiang,Yangjiang,Shantou and Jiangmen)in Guangdong Province from 2012 to 2017,this paper calculates and modifies the weight of different indicators by factor analysis and entropy weight method,and finally obtains the stress resistance values of different cities in different years by weighting.The weight of each index and the calculation results of resistance of provinces and cities are discussed and analyzed.Material capital index and human capital index account for a large proportion of the total resistance index.The overall resistance index of typhoon disasters in coastal areas of Guangdong Province has increased year by year,and the resistance has increase d significantly.Compared with the social capital index and economic capital index,which are paid more attention by the general public,the material capital index and human capital index have more far-reaching impact on the adversity resistance,and the gap between the material capital index and the human capital index in different research areas has become increasingly obvious with the passage of time.This not only depends on the government's emergency management consciousness of "prevention first,prevention combined with rescue",but also has a great relationship with the influence and radiation of the surrounding areas.Based on this,this paper puts forward the suggestions of "strengthening the construction of talent team","promoting infrastructure construction","enhanceng the regional radiation of high-resilient cities" and "promoting the experience of wind and disaster prevention of high-resilient cities".
