Research On Stability Of PPP Partnership Based On Evolutionary Game

The government and enterprises cooperate to establish a long-term and stable partnership is the basis for value creation of PPP projects.However,in the practice of China’s PPP projects,it shows that the PPP partnership is blurred,which results in the suspension,change and withdrawal of project cooperation due to"economic benefits",the status of weakening,deteriorating and dissolving the partnership’s main body is not clear,and the long-term partnership relationship issues such as weakening of stability,and the rupture of partnerships triggered by the behavior of cooperative entities have seriously threatened the sustainability and value creation of PPP partnerships.Therefore,studying the stability of PPP partnerships has important theoretical and practical significance.This paper takes PPP partnership as a starting point,uses literature research methods to understand the current status of domestic and foreign research,and uses the connotation of PPP partnership stability as an entry point.Based on the theoretical framework of PPP partnership stability,this paper analyzes the mechanism of PPP partnership stability.This is to build a government-enterprise evolution game model,and use Matlab2019 to carry out simulation analysis,to explore the deduction mechanism connotation and subject behavior of the stability of government-enterprise partnerships during the cooperation period,analyze the impact of partnership subject behavior decision on the dynamic system of PPP projects,and explore The evolution path of stability,and put forward related suggestions to promote and maintain the stable operation of PPP partnerships and the standardized operation of PPP projects.The following conclusions are obtained in this paper:（1）Clarify relevant definitions and analyze the mechanism of PPP partnership stability.There are two kinds of action paths formed by the stability of PPP partnership.One is dynamic driving-behavioral integration-subject collaboration to realize the synergistic interaction between partners and entities to maintain and maintain the stable operation of PPP partnership.The second is partnership-behavior control-stability.The restoration of sexual stability,the stable state of the PPP partnership formed in advance is disturbed and fluctuates,and the coordination and constraint mechanism is used to eliminate the interference and weaken the fluctuation to restore the stable and orderly operation of the PPP partnership.（2）Establish a game model of government-enterprise evolution and reveal the evolutionary laws of government and enterprise behavior.The evolutionary stability analysis results show that the stability strategy choices of both the government and the enterprise are affected by+、₀)、、₀)、、and(1.Only when the cost of the incentive constraint+is small enough or the additional revenue obtained by the government is sufficient If the government opportunism punishment₀)is large enough,or the reputation conversion value F and the additional income distribution(1 of the enterprise actively cooperate are large enough,the government and the enterprise can achieve a win-win cooperation in the game.From the above key elements,we can guide the partners to develop towards the optimal strategy.（3）Based on the analysis of evolutionary game results,policy recommendations to promote win-win cooperation between the government and enterprises are put forward.The government mainly establishes the macro environment from the policy aspect,the performance evaluation and evaluation mechanism at the project level,and the incentive and restraint mechanism measures at the implementation level to guide the cooperative behavior of the enterprise and restrict the opportunistic behavior of the enterprise;the enterprise should start from its own capacity building and refined management Promote win-win cooperation in two aspects.
