Research On Legal Issues Of Eco-tourism Resource Protection

At present,driven by the rapid economic development,the living standard and quality of life of Chinese residents have been significantly improved.The relaxation method of "ecotourism" has been favored by the majority of the people.It can not only make people physically and mentally happy,but also bring better protection to ecotourism resources and the environment.However,at the same time,there are also many problems that have brought a huge impact on China's eco-tourism,such as the large extent of damage and pollution of eco-tourism resources,the damage of China's eco-tourism resources has reached the limit of the carrying capacity of the environment.In order to solve these problems quickly,our country must continuously strengthen the research on the legal issues of eco-tourism resources protection.Constructing and perfecting the legal system of eco-tourism resource protection has become the top priority to solve the problem of eco-tourism resource protection.As for the legal system of eco-tourism resource protection,we can understand it as the whole legal principles and legal norms that take the social relations among various subjects formed in the development,management and utilization of eco-tourism resources as the main adjustment object.In this paper,the author makes a brief overview of the protection of eco-tourism resources,introduces the concept and characteristics of eco-tourism resources and the theoretical basis of eco-tourism resources protection,as well as the concept,characteristics and significance of the legal system of eco-tourism resources protection.At present,there are still many problems in the legal construction of eco-tourism resources protection in China,which hinder the sustainable development of eco-tourism.In the aspect of legal system,China's legal system of ecological tourism resources development and planning,ecological tourism resources protection legislation is not complete and the principle of legal norms led to the lack of legal norms,in addition,the ecological tourism resources protection legal system lags behind the practice,and some related laws,the phenomenon of the contradictory between normative documents.In terms of regulatory system,there is a lack of corresponding tourism certification system,a lack of specialized regulatory agencies,and a lack of comprehensive supervision over the development process and tourism operators.In terms of the responsibility system,there is a lack of responsibility system for the developers,operators and tourists of eco-tourism resources.However,foreign countries have relatively perfect regulations on the legal system of eco-tourism resource protection,such as the United States,Australia and Japan.China should combine with the actual situation of our country,learn from the advanced experience of foreign countries,and solve the legal problems of eco-tourism resource protection in our country.Aiming at the legal issues of eco-tourism resource protection,we should first improve the legal system,perfect the legislation,strengthen the effective connection between relevant legal normative documents,and strengthen the innovation of the legal system.Secondly,we should improve the supervision system of ecotourism resources protection,including the certification system of ecotourism,strengthening all-round supervision and establishing special supervision institutions.Finally,the legal liability system should be improved,including the liability system for developers,operators and tourists of eco-tourism resources.To perfect and perfect the legal system of eco-tourism resources protection is an effective solution to the problem of eco-tourism resources protection in China,and the perfect legal system is an important tool for the healthy development of eco-tourism in China.In order to effectively protect eco-tourism resources and maintain sustainable development of eco-tourism,we must pay attention to the analysis of legal issues and the improvement of the system of eco-tourism resources protection,and build a healthy and sustainable eco-tourism environment with the participation of the whole people.
