Since the beginning of the 21 st century,my country's economy has developed rapidly in the first ten years,after which the growth rate has decreased and entered a new normal period.In 2015,the introduction of the five new development concepts of "innovation,coordination,green,openness and sharing" pointed out the direction for future development.As an important region of economic strategy,Xinjiang is of great significance to promote the high-quality development of the region,and how to objectively make an accurate assessment of the high-quality development level of the region is extremely important.This article firstly systematically sorts out and clearly elaborates the domestic and foreign research results and theoretical knowledge about high-quality development and index system construction;secondly,it describes the overall development situation of Xinjiang through descriptive statistical analysis;and then adopts the Delphi method to pass the autonomous region The relevant experts of the National Development and Reform Commission discussed the way to determine the evaluation index system of high-quality development in Xinjiang;Finally,taking Xinjiang's 14 prefectures and Shihezi as the research objects,the overall principal component analysis was used to measure the high-quality development level of Xinjiang from 2007 to 2017.The index and the sub-index of each dimension were comprehensively evaluated and analyzed,and the spatial difference analysis by sub-dimension,and finally the following conclusions were drawn:First,the high-quality development process in Xinjiang.From a macro perspective,the quality development situation in Xinjiang has been continuously improved from 2007 to 2017,and the comprehensive index of high-quality development increased from-0.037 in 2007 to 0.174 in 2017,an increase of 0.211;from a meso perspective,in The high-quality development of North Xinjiang from 2007 to 2017 is due to the southern Xinjiang,and the comprehensive index of Xinjiang is somewhere in between;from a micro perspective,Urumqi's development level is in a leading position between 2007 and 2017,Karamay,Changji,Shihezi,Yili and Bazhou have maintained a steady growth in their high-quality development level,while the remaining high-quality development levels in other cities have shown a slow upward trend,and there are large differences in regional development across Xinjiang.Second,it is the analysis of differences in the dimensions of high-quality development in Xinjiang.From 2007 to 2017,cities in Xinjiang have made significant improvements in innovation,coordination,green,openness and shared development.Among them,although the high-quality coverage areas in the development of innovation have basically remained stable,and the southern and eastern regions have low indexes,the proportion of low-index regions is gradually decreasing;in terms of coordinated development,the high-quality coverage regions have gradually expanded,while the southern and eastern regional indexes On the low side;in terms of green development,the coverage area grows rapidly year by year,and the development index of the non-capital core area is low;in the area of open development,the high-quality coverage area is small but the surrounding area is developed,but the radiation effect on the southern Xinjiang area needs to be improved;In terms of shared development,the overall development is improving year by year,and the shared development in southern Xinjiang is relatively slow.Based on the conclusions of the above research,this article puts forward some suggestions about the future high-quality development of Xinjiang: first,increase investment in scientific and technological innovation to enhance new development momentum;second,adapt to local conditions and strive to promote the coordinated and efficient development of industries in the entire region;Third,improve infrastructure construction and promote shared development inclusiveness and equalization;fourth,accelerate industrial transformation and create a green ecological development environment.
