China's Role Change And Path Choice In Participating In Global Ocean Governance

Throughout the world today,the ocean as an open system has become an important area of international political,economic and military games.Global ocean governance is the overall solution and active efforts of the international community to deal with global ocean issues.It is the common expectation of the international community to maintain the existing achievements of global ocean governance and continue to develop more benefits.Governance means interaction,and the interaction between China and the international community in the process of participating in global ocean governance is a realistic issue worthy of consideration.Based on the existing research results and adhering to the problem-oriented approach,this study focuses on the changing role of China's participation in global ocean governance.Through a longitudinal investigation in the temporal dimension,it outlines in detail the interaction between China and the ocean sector after the founding of the PRC,especially the history and specific characteristics of China's participation in global ocean governance,and then explores the motives of China's changing role in ocean governance at different stages of development,in an attempt to form This paper seeks to develop a comprehensive understanding of China's changing role in global ocean governance,and aims to build a pathway for China's further participation in global ocean governance.The first part of the paper serves as an introduction,systematically answering the questions of the starting point and how to carry out this study.The second part of the paper compares the connotation and specific content of related concepts.The introduction of the concepts and basic elements of global governance and global ocean governance is the primary link to initiate the study.The third part focuses on reviewing the history of China's participation in global ocean governance,which is divided into four stages according to the time dimension:pioneering stage,stream entry stage,deepening stage,and leading stage.At different stages of development,China's role is positioned and manifested differently,which leads to the conclusion of three evolutionary features:the transmutation of national goals,the expansion of the field of participation,and the gradual change of role.In Part ?,the paper also considers what are the driving forces behind these specific manifestations of role change.First is the state perception factor.The threat perception of the state is one of the motivations for participating in global ocean governance;the perception of national interests is an intrinsic driver for participation in ocean governance.Second is the strengthening of national strength as an important motive for role change.On the one hand,the objective need of national economic development gives rise to national will.On the other hand,national capacity is the support for effective participation in global ocean governance.The last important motivation is the role expectations of others,which the article analyzes from the role expectations of developed countries,developing countries and international organizations for China respectively.Since the founding of New China,China has been "cutting through the waves" in its participation in global ocean governance and moving forward on the waves.Over the years,as an important participant in global ocean governance,it has been constantly exposed to and integrated into the process of global governance.In the current global situation of"unprecedented changes in a century",global ocean governance has become a key concern,and it is necessary to break through the original thinking and implementation dimensions,and uphold the new concept of ocean governance of co-business,co-build and share.By promoting the Maritime Silk Road,creating a blue partnership circle of friends,and building a community of ocean destiny,we explore the future path of global ocean governance.
