The optimal allocation of water resources is the basis for the rational development and utilization of water resources and the fundamental guarantee for the sustainable utilization of water resources.In order to solve the increasing water demand and increase the amount of water available for regional water resources,this paper incorporates unconventional water sources into the regional water supply system,and allocates regional water resources with the goal of coordinated development of economy,society,and ecological environment.Based on the establishment of the configuration model,a method for assessing the risk of unconventional water use is proposed,and then the risk analysis process and method of the overall configuration plan are established,and finally applied to the examples.It is expected to provide a new idea for the research on the optimal allocation of regional water resources and promote the sustainable use of regional water resources.Based on the objectives and principles of the optimal allocation of regional water resources,the article combines the requirements of the water sector for the quality of water supply sources,takes the amount of unconventional water and conventional water allocation as decision variables,and comprehensively considers multiple objectives of economic,social,and environmental benefits.Water volume,available water volume of conventional and unconventional water in the region,and allowable discharge of pollutants are used as constraints to construct a multi-target allocation model of regional water resources that incorporates the use of unconventional water sources.The solution method of multi-objective conversion to single-objective is adopted,and the model is solved by lingo software modeling.Based on the construction of the regional water resources allocation model,the connotation and basic steps of the risk analysis of the water resources allocation system are proposed.Compared with traditional water sources,unconventional water quality is more complicated,and risks are prone to occur in the process of collecting,producing,and discharging water.Therefore,firstly,the fuzzy analytic hierarchy process is used to evaluate the risk of unconventional water utilization,and the risk level of unconventional water utilization in the study area is calculated and determined.Determine whether the water resource allocation plan needs to be regenerated according to the results of the utilization risk assessment.Then the Monte Carlo simulation method is used to conduct risk analysis on the generated water resources allocation plan,simulate the water supply and demand process of the regional water resources system,construct the functional relationship between the simulation index and the target benefit,and calculate and determine the water resources allocation plan target under the condition of the index change.The possibility that the benefit cannot reach the expected value is the degree of risk of the water resource allocation plan.At the same time,it conducts sensitivity analysis on the risk of the configuration plan,determines the sensitive factors that affect the risk of different benefits,and provides a theoretical basis for the choice of risk management measures for the plan.The above method is applied to the example of Funing County,and its regional water resources are allocated based on its actual development planning.The allocation results show that the proportion of unconventional water allocation gradually increases with time.The development and utilization of unconventional water sources can effectively reduce conventional water resources.Use amount to improve the reuse rate of water resources.Carry out risk analysis and evaluation on the whole process of unconventional water source utilization in the configuration plan,and the evaluation result is low risk,that is,the unconventional water source in the configuration plan can supply water normally without reconfiguration.The risk calculation of the overall regional water resources allocation plan shows that the risk of the water resources allocation plan is low and the water resources allocation model is feasible.
