In recent years,all kinds of disasters occur frequently in our country,which often leads to a large number of casualties and property losses,and has brought a huge impact on the production and development of modern society.Post-disaster humanitarian emergency relief activities can provide all kinds of relief materials for the victims,reduce victims' risk and loss,and provide necessary support for post-disaster relief,regional recovery and reconstruction.Therefore,the efficiency of humanitarian emergency relief activities has been concerned by emergency managers,experts and scholars all over the world.This paper takes the time line of the occurrence and development of humanitarian emergency rescue activities as the main context,the main objective is to reduce the suffering of the disaster victims due to the lack of relief materials,while considering the key decision-making of emergency preparedness and response periods,in order to provide effective auxiliary decision-making support for humanitarian emergency rescue activities under disaster conditions.In this paper,assuming that all post-disaster relief materials are provided by preset facilities,we study the location and resource allocation problem of emergency materials preset facilities based on scenarios,and establish a stochastic mixed integer programming model with the location of pre-disaster relief materials preset facilities,the preset amount of relief materials,and the post-disaster service allocation as the main decisions.In the model framework,the victims' loss in the process of waiting for emergency supplies is considered,which is measured in the way of deprivation cost,and is regarded as one of the main decision-making bases besides the traditional operating cost.The results of optimization can determine the optimal location of relief materials preset facilities,the preset material quantity of each facility,and the material allocation and transportation relationship after the disaster.On this basis,this paper further considers the limited storage capacity of emergency supplies preset facilities,which can not fully meet the needs of post-disaster materials,and studies the multi-level emergency service network facility location and dynamic transportation allocation problem.Based on the three-level service network design of disaster relief material integration centers,emergency material distribution centers,and disaster victims gathering points,a multi-level emergency material supply network facility location and dynamic transportation allocation model considering pre-disaster preparation and prevention and post-disaster response and rescue is established,in which the personal interests of the victims are also considered.The nonlinear part of the model is relaxed by linearization method.Finally,considering the impact of the recovery of the damaged road network on the allocation of emergency resources,the paper studies the road network recovery and emergency material supply strategy considering the interests of the disaster victims.This paper mainly studies the recovery sequence of damaged road network and the corresponding transportation scheme,a multi-period coupling model of road network restoration and dynamic resource transportation allocation is established,which considers the pre-disaster facility location,post-disaster damaged road restoration,and dynamic transportation allocation of relief materials.In the framework of the model,the impact of damaged road network restoration strategy on the victims' interests is considered,so as to reduce victims' physical and psychological pain lack of key emergency relief materials.
