A Study On The Comprehensive Evaluation And Driving Factors Of High-quality Development In Each Province

Economic growth has always been a common topic of concern to all countries in the world.From Adam Smith's and Ricardo's classical economic schools to Harold's and Solow's modern western economic growth theories,to Romer's and Lucas' incorporation of human capital into economic growth models,all of these provide rich theoretical treasure houses for the economic development of countries and regions.However,the simple pursuit of GDP growth bring about such as waste of resource,environment pollution,urban population density,which makes economists question the previous growth model.Since the reform and opening up,China's economy has experienced nearly 40 years of high-speed growth,which can be called a miracle of world economic growth,and has also brought similar problems such as the aggravation of environmental pollution,which has attracted extensive attention of our political and academic circles.The 19 th National Congress of the Communist Party of China proposed that China's economy should shift from high-speed growth to the high-quality development.Then,what is high-quality economic development,how to measure it,how to achieve it.These are the themes of this paper.Based on the full analysis of high-quality economic development,combined with discussions by Xi on firmly establishing the "five development concepts" of development in recent years,this paper constructs a set of three-level,five first-level indicators,consists of 17 secondary indexes and 69 tertiary indexes.Then,taking the average level of index in 2017 as the standard value,using the comprehensive evaluation method combining the relative processing method and the coefficient of variation method,the comprehensive evaluation and comparative analysis are carried out on the degree of high-quality economic during 2010-2017.The research shows that the quality of economic development has been improved,but the regional iof the quality of economic development are unbalanced,the quality of economic in the eastern is higher than central and western,and among the provinces within each region also has the characteristics of polarization.Then,this paper tests the driving factors of high-quality economic development of each province and region through hierarchical modeling: The first level index scores calculated by the above index system are used as the explanatory variables,and the driving factors of each dimension of high-quality development are empirically tested by building a spatial econometric model,and a preliminary conclusion is drawn;on this basis,we can further In the first step,taking the comprehensive score of high-quality economic development as the explanatory variable,the core driving factors of high-quality economic development are empirically tested.Finally,based on the above analysis conclusions,combined with specific national conditions,the paper puts forward countermeasures and suggestions on how to achieve high-quality economic development in each region.
