Efficiency and resilience are two core issues in sustainability research.With the rapid development of China's economy and society,a series of problems,such as water shortage and water environment pollution,have brought challenges to the sustainable development of China's water resources system.the development of our country has begun to step into a new era,new era for water resources protection and management has put forward a higher and comprehensive requirements,previous low output speed dimensions by high investment growth will gradually turn to the system efficiency of water resources and the coordinated development of the high quality of toughness quality-benefit type growth mode.In view of this,how to pursue the steady improvement of water resource efficiency while maintaining the steady improvement of water resource system resilience has become a major issue in today's research.In addition,the research on the coordinated development relationship between water resource system resilience and efficiency has not yet attracted enough attention,so it is urgent to clarify the coordinated development relationship between the two.In this paper,based on existing research,on the basis of further defines the concept of water resources system resilience,and at the same time,based on economic,social,resource perspective to build toughness index system of water resources system,the use of subjective and objective comprehensive empowerment,SBM DEA model to measure China's 31 provincial administrative units 2000-2017 the toughness of water resource and the efficiency difference of time and space,the dynamic relationship,finally into the coordinate development of quantitative model will both organic combination,explore the development of coordination between the two,research shows that:First,during the study period,China's water resource efficiency showed a fluctuating upward trend.The average value of 31 regions across the country was less than 1,and they were all non-effective areas,indicating that the overall level of efficiency in my country is low,and output can be increased through control to improve the efficiency of water use,so as to achieve an effective state.In terms of geographic location,the region is mainly in the east.According to the division of provincial administrative regions,the improvement of water resources management capabilities and standardized large-scale production are the keys to determining water resources utilization in the central and western regions.For the eastern provinces,the renewal of technology is the main reliance.At present,China mainly achieves the improvement of water resources efficiency through technical means,but technical efficiency and operating scale efficiency have played a role in hindering my country's improvement of water resources efficiency.The resilience of the water resources system showed a slow rise in fluctuations during the research period.There were two significant fluctuations in 2002 and 2010.During the research period,the average value of China's water resilience was 0.39.Therefore,the overall efficiency of my country's water resources is still low,and the living space is still large.There is still a long way to go to achieve the coordinated and sustainable development of resources,economy and culture.Second,the results of impulse response analysis show that although the improvement and increase of water resource toughness are beneficial to the improvement of water resource efficiency,the effect will not immediately start,there is a lag period,and the impact on the effect is relatively large in the early stage,and gradually weaken with the passage of a period of time.Efficiency of water resource in China in the early affected by water toughness is small,but in the later effect has a tendency to increase,the late both affect more and more intense,that at this stage need to attach importance to the impact between the two relations,not only pay attention to the efficiency or toughness of single direction variable water,need comprehensive evaluation can contribute to the water resources system development.In addition,the efficiency in the eastern region is obviously affected by the toughness of water resources.However,the improvement of water resource efficiency in the western region only depends on water resource toughness in the early stage.Third,during the study period,the development degree and coordination degree of the resilience and efficiency of regional water resources system showed an upward trend in fluctuation and gradually developed towards the coordination trend.In different stages of water resources system development,the intensity of interaction between efficiency and resilience is different,and the development trend is different.The development degree of efficiency and resilience of water resources system in most provinces and regions is better,but the coordination degree is weak.The development coordination degree of water resource efficiency and resilience has maintained a step-decreasing pattern of "east-central-west",with the number of discoordinated provinces decreasing,and the number of primary,intermediate and well coordinated provinces increasing gradually,and the overall trend of coordination developing.On the spatial pattern,presented by the symmetric distribution before fall "E" type to now around tianjin,north central around Shanghai,southern guangdong around the three pole pattern evolution,distribution pattern of three economic zones fits in with China,known in our country the system efficiency of water resources and the toughness of the coordination development level and has obvious relationship between level of economic development.
