As the first large-scale scientific device in the field of high energy physics built in China after the reform and opening up,the successful construction of Beijing electronpositron collider(BEPC)is of great significance in the history of modern science and technology in China.Tsung-Dao Lee,a famous Chinese American physicist, played an important role in the whole process of BEPC project.First, this paper reviews the twists and turns of building particle accelerators in China. The history of particle accelerators in the world from low energy to high energy is reviewed, and the construction history of new China low energy accelerators under the efforts of zhao zhongyao, xie jialin and others is described.Next,we review the beginning of the new China high energy accelerator, which is mainly the accelerator program learned and designed during the dubner joint institute, and the high energy accelerator program designed by ourselves after leaving the institute.Second, this paper discusses the route dispute of high energy accelerator in China at the beginning of reform and opening up.This paper mainly reviews the historical process of the "87" project, and analyzes the historical reasons for the project, and concludes that "87" project is not a "leap forward".After Tsung-Dao Lee learned about the "87" project,he began to train relevant talents for high-energy physics experiments in China. These " Tsung-Dao Lee scholars" studying abroad later became the backbone of BEPC project construction.Thirdly, this paper discusses the key role played by Tsung-Dao Lee in the process of collider project establishment.Firstly, this paper discusses Tsung-Dao Lee unique opinion on the route selection of China's high energy accelerator construction: to build a low energy collider.Secondly, this paper discusses the key role played by Tsung-Dao Lee in the process from the proposal of the collider to the formal starting of the collider after the "87" project was disembarked,in order to achieve the newly reached "constant line" of cooperation between China and the United States in high energy physics.Fourthly,in the process of the successful construction of the high energy physics cooperation and BEPC between China and the United States,in order to provide important guarantee and support for the successful construction of China's high energy accelerator,Tsung-Dao Lee made his own efforts to promote the establishment of the high energy physics cooperation mechanism between China and the United States. Then it discusses the help Tsung-Dao Lee provided in the process of BEPC project construction in scheme design, key equipment procurement and project management mechanism. In general, first of all,the Beijing electron positron collider project is an independent decision of the Chinese government from the beginning to the end. However,as an outstanding Chinese physicist,Tsung-Dao Lee has played a crucial and unique role in helping China realize its accelerator construction desire.Second,in the context of reform and opening up,Tsung-Dao Lee s high-energy physics cooperation between China and the United States with his own efforts as the forerunner of scientific and technological exchanges between China and the United States has provided a classic model for subsequent exchanges between China and the United States in other fields.Thirdly, the successful construction of BEPC shows that under the background of reform and opening up,the recovery and development of science and technology in China cannot be separated from the full support of overseas Chinese scientists. Finally,in the process of project demonstration and engineering construction of high-energy accelerator,Chinese people have established a correct basic scientific concept.
