Analysis On The Impacts And The Spatial-temporal Characteristics Of Land Misallocation On Urban Industrial Green Total Factor Productivity In China

As the most basic factor of economic development,land provides a strong driving force for the rapid advancement of industrialization and urbanization.However,under the influence of China's unique land system,government intervention in the land allocation is common,and the characteristics of “high investment and low efficiency” in land utilization are obvious,which has led to an increasing degree of land misallocation and hindered the path of high-quality economic development.In this context,it is of great significance to carry out the study on land misallocation for optimizing the land allocation structure,improving the land allocation efficiency,and promoting the high-quality development of economy.Based on the effect of price distortion,this paper first constructs a theoretical analysis framework of the impact of factor price distortion on industrial green total factor productivity(GTFP),and then measures the urban industrial GTFP loss due to resource misallocation using the industrial input-output data of 285 cities in China from 2004 to2017.Further,according to the method of factor decomposition,this paper analyzes the impacts of land misallocation on urban industrial GTFP,and the spatial-temporal characteristics of the above impacts are revealed.Finally,according to the research results,the countermeasures and policy suggestions to promote industrial green development are put forward.The main results are as follows:(1)During the study period,the urban industrial GTFP due to resource misallocation showed a right-leaning “N” type change,and its values are between 21.87% and 27.09%.If the resource effective allocation can be realized,the urban industrial GTFP can be increased by at least 21.87%.Land misallocation has an average annual contribution of10.05% to the urban industrial GTFP loss in China.Together with energy misallocation,land misallocation is a major contributor to urban industrial GTFP loss and is second only to capital misallocation.(2)From the perspective of time change,land misallocation leads to a time-series change in industrial GTFP loss in Chinese cities,which can be characterized as “initially a small decline,then a large increase,and then a large decline”.Overall,the urban industrial GTFP increased,with the value of loss ranging from 1.10% to 2.48%.A correction in land misallocation is expected to increase industrial GTFP among Chinese cities by about 2%.Urban industrial GTFP loss due to land misallocation in the eastern and central regions show similar change characteristics as the national level,while the western region maintains a high level of operation with a slight overall decline.The eastern region is at the forefront of China's urban industrial development,and its industrial GTFP loss due to land misallocation dominate changes at the national level.(3)From the perspective of changes in the spatial pattern,the urban industrial GTFP loss due to land misallocation has generally shown a trend of advancing from the northeast to the southwest.Its distribution tends to be concentrated,and the dispersion degree is weakened.At the regional level,the Theil Index of the urban industrial GTFP loss due to land misallocation decreases,and the total difference shows a narrowing trend.At the urban level,the urban industrial GTFP loss due to land misallocation has a significant global positive correlation,and the overall spatial positive correlation has been enhanced;In terms of local spatiality,the overall change of the distribution pattern of cold and hot spots on the urban industrial GTFP loss due to land misallocation is relatively stable,showing the development characteristics of contiguous agglomeration.The hotspots and sub-hotspots are mainly distributed in the northern area dominated by the Yellow River basin,while coldspots and sub-coldspots areas are mainly distributed in the Yangtze River basin and the southeast coastal area.(4)Based on the study results,this paper proposes specific measures to improve the industrial land allocation efficiency,force the upgrading of industrial structure,and promote the green transformation and development of industry.First of all,it is necessary to scientifically formulate industrial land layout planning,and strictly enforce industrial land approval and utilization supervision.What's more,avoiding vicious competition of selling industrial land at low prices,improving the level of land marketization,giving full play to the decisive role of the market in land allocation should be implemented.
