Earthquake disasters adversely affect China's economic and social development,and how to effectively guarantee the supply of emergency materials and enhance the critical situation save capacity after earthquake suffering is the focus and difficulty in the research of earthquake disasters in China.The reserve and dispatch of emergency supplies are the foundation of the national security governance system.The emergency material reserve is the key to improving the ability of emergency material support and an important guarantee for responding to emergencies.It is essential to select the best location plan for the emergency material inventory.Because of the earthquake suffering,the paper analyzes and researches the location of emergency materials stockpile,and provides a decision-making reference for determining the appropriate storage location.Simultaneously,through the reasonable deployment of emergency supplies after the emergency,the efficiency of rescue work after the earthquake will be improved.Rescue work after the disasters must think about factors such as the fuzzy nature of the demand at the disaster site,the damage to the transportation road,the prolonged transportation time,the loss of the victims,and the fairness of the rescue work.The fair,reasonable and timely deployment of disaster relief supplies is particularly important.Based on the above analysis,here is a study on the location of emergency material storage and material dispatch under earthquake scenarios.The main research work is as follows.Firstly,this paper introduces the research setting and meaning of emergency material reserve location and material dispatch,introduces the research status of emergency material reserve location and material dispatch,and puts forward the core content of this paper.Secondly,triangular fuzzy entropy and grey correlation manner are used to solve the assessment prototype of site selection of emergency material storage.This paper combines relevant literature to establish a complete assessment system for site selection.The indicator weight is determined by triangular fuzzy entropy,the conjunction between the indicators is preserved while the expert weight is considered,and the model is proved by grey conjunction analysis.The feasibility of the evaluation model and method was proved by a case to establish an emergency material reserve in Maanshan City.Then,an emergency material dispatch model considering soft time window and rescue fairness is constructed.The model considers factors such as the timeliness of rescue,damage to rescue routes,and fairness of material distribution.The maximum total satisfaction in the disaster area and the minimum emergency rescue cost are regarded as fairness and cost goals,respectively.And design the beetle antennae search algorithm based on variable step-size to solve the model.The algorithm introduces the method of alterable step length to improve the diversity of feasible solutions in the early stage of operation and avoid the solutions from falling into convergence in a small space,at the same time,it is easier to find the optimal solution in the later stage.Research shows that this algorithm has better solution quality than other algorithms in the paper.When this approach solves such circumstances,it can provide a better scheduling scheme and save rescue costs.Finally,a dispatching model of emergency supplies considering the fairness of rescue under the fuzzy demand situation after the earthquake is constructed.In the early stage of a major earthquake,considering the fuzzy attributes of emergency supplies at disaster-stricken points,the demand for supplies was represented by triangular fuzzy numbers.The goal was to minimize the loss of the affected people,minimize the variance of emergency supplies at the disaster-stricken point,and minimize the emergency save cost.The model is solved using a modified particle swarm algorithm.The algorithm adopts the strategy of foraging by the beetle,and divides a single particle into three particles on the left,middle,and right,which improves the diversity of feasible solutions.It also combines the simplex operator and simulated annealing strategy to make the algorithm It is not easy to converge locally.The case results show that the algorithm has better astringent and stronger stability of feasible solutions.The model used can provide some decision reference for the emergency command department to carry out fuzzy emergency material dispatch at the early stage of a major earthquake.
