The ecological compensation mechanism is a key measure for ecological environmental protection,and an important policy and legal means to manage environmental problems.As the largest ecological environment system in the world,the ocean will inevitably become an important part of the ecological compensation mechanism.The scientific and rational development and utilization of the ocean and the improvement of the marine resource management system are the inevitable requirements for realizing the sustainable development of the marine ecological environment.Institutional supply is the lasting driving force of ecological compensation,among which marine ecological compensation has become an effective way to coordinate the interests of various related subjects,solve marine ecological problems,and carry out marine ecological protection and construction.Only by giving full play to the strong supporting role of the legal system can we provide more reasonable ecological compensation for regional ecological environment protectionists,so as to achieve regional coordination and harmony between man and nature.Whether the ecological environment of the Beibu Gulf of Guangxi is healthy or not has a significant impact on the realization of my country's carbon neutrality goal,it is an inevitable choice to adhere to the path of sustainable marine ecological development of scientific development,orderly utilization and comprehensive management.The marine ecological compensation system,as a public system that regulates the interests of stakeholders in marine ecological protection,is of great significance to the protection of marine ecosystems and the promotion of sustainable marine development.Its ultimate purpose is to protect or restore the ecology of marine ecosystems.Functional or ecological value is fundamentally conducive to enhancing the function of the ocean to absorb carbon sinks,and has a direct and powerful relationship with the realization of my country's carbon neutrality goal.Guangxi Zhuang Autonomous Region is the only coastal autonomous region in my country.It has unique location and policy advantages.The seaward economy such as port construction and submarine engineering is booming.The central government's transfer payment is increasing year by year.It is also one of the sea areas with the best marine ecological protection in my country.With a rich and complete marine ecosystem,it is an important carbon sink and carbon storage area in my country,with a large carbon carrying capacity.However,with the increase of activities such as marine economy and coastal industrial development,problems such as pollution of coastal waters,decline of marine biological resources,and degradation of important marine ecosystems have shown an accelerated development trend.The legal system is difficult to deal with effectively.In order to better protect the marine ecological environment,this paper starts from the practice of marine ecological compensation in the Beibu Gulf of Guangxi,and summarizes the practical dilemma of the rule of law.Based on the particularity and complexity of the sea area of the Beibu Gulf of Guangxi,it is based on the excellent marine ecological compensation system outside the region.Experience as a reference,try to improve the legal system of marine ecological compensation in the Beibu Gulf of Guangxi in the carbon neutral era,such as establishing a cross-regional horizontal ecological compensation mechanism,highlighting special legislation in key areas,and broadening funding channels,etc.,so as to provide important resources for the construction of marine ecological civilization in Guangxi.and provide a useful reference for the relevant compensation systems in other provinces and regions across the country.
