Comprehensive budget management system is one of the important management methods in enterprises.Scientific and effective budget management system will promote enterprises to achieve strategic objectives as soon as possible,and then to achieve operational objectives efficiently.It can also enhance the exchange and communication among relevant functional departments within enterprises.Therefore,the status of the comprehensive budget management system is constantly improving in the minds of business managers,and it is widely used in the management of Youwei Company in China.In the actual operation of the comprehensive budget management system,there are still some problems that should arouse our attention and attention.The current comprehensive budget management system does not seem to have much to do with corporate strategy,but is only applied in the financial field,so it can only play a certain role in the short term,for the long-term of Youwei Company.The development of strategy is of little significance.That is to say,comprehensive budget management has not yet realized the involvement of budget in business,and has not played an all-round control role in the operation and management of Youwei Company,so it has little effect on the rapid realization of the goal of balanced scorecard.This paper takes Youwei Company as the research object by studying relevant theories and combining with the current business management practice.Firstly,it elaborates the organizational framework and system of the comprehensive budget management of Youwei Company.Then,it analyses the actual situation of the application of budget management in Youwei Company.At the same time,it analyses the organizational structure of budget management,the problems in budget preparation and budget execution process.Finally,it puts forward some suggestions for specific reasons.Constructive suggestions should be made.This paper puts forward relevant theoretical basis,including comprehensive budget management research and balanced scorecard theory,carries out the analysis of the current situation and problems of comprehensive budget management of Youwei Company,based on the overall budget framework of Youwei Company,analyses the process of comprehensive budget preparation,and analyzes the problems of comprehensive budget management of Youwei Company.Finally,this paper puts forward the research on the overall budget management model of Youwei Companybased on the balanced scorecard,decomposes the strategic objectives based on the balanced scorecard,designs the budget organization that imports the balanced scorecard,establishes,determines and decomposes the index system,and reengineers the business process oriented to the overall budget management.Finally,it puts forward the guidance.Incentive mechanism of budget evaluation,comprehensive budget management assessment and reward and punishment mechanism are included in the balanced scorecard.
