Audit Research On Supply-Side Structural Reform Of Coal Enterprises

On November 10,2015,General Secretary Xi Jinping formally proposed supply-side structural reform at the 11th meeting of the Central Leading Group on Finance and Economics.Subsequently,the five priority tasks of supply-side structural reform are defined as "cutting overcapacity,reducing excess inventory,deleveraging,lowering costs,and strengthening areas of weakness." As an important decision-making arrangement for sustainable economic and social development in China,supply-side structural reform has a profound impact on all walks of life.As an important industry which related to our national economy and people's livelihood,the coal industry has become a key area of supply-side structural reform due to overcapacity and poor economic benefits,which has been highly valued by the Party and the government.Audit as a means of supervision plays an increasingly important role in the process of promoting supply-side structural reform in coal industry.It is particularly necessary to study the supply-side structural reform audit of coal enterprises.At present,domestic and foreign research on supply-side structural reform audit of coal enterprises is still in the exploratory stage,and the relevant conceptual framework and audit evaluation index system have not yet been established.In this paper based on a large number of existing researches,combined with the actual supply-side structural reform,the supply-side structural reform audit of coal enterprises is studied.Firstly,this paper analyses the present situation of supply-side structural reform of coal enterprises and supply-side structural reform audit of coal enterprise.Secondly,this paper constructs a supply-side structural reform audit system of coal enterprises,including factor system,basis system and procedure system.Thirdly,based on the relevant laws,policies and standards of the supply-side structural reform of coal enterprises,based on the improved PSR model,combined with the five priority tasks of the supply-side structural reform this paper constructs the audit evaluation index system of the supply-side structural reform of coal enterprises.The index system is developed step by step according to "target layer-standard layer-factor layer-index layer".The target layer is a comprehensive audit evaluation of the supply-side structural reform of coal enterprises;the standard layer is divided into three aspects:pressure,response and state;the factor layer is a further subdivision of the standard layer.The pressure includes five elements:policy pressure,economy pressure,society pressure,green development pressure and technology pressure.The response includes five elements:cutting overcapacity,reducing excess inventory,deleveraging,lowering costs,and strengthening areas of weakness.The state includes economic benefits,environmental benefits and social benefits.The index layer is the specific operation indicators.In order to further enhance the scientificity and objectivity of the index system and make it more convincing,the author combines the opinions of ten experts in supply-side structural reform coal industry and auditing,screens the index reasonably,and finally determines 79 specific indicators.This paper uses the analytic hierarchy process(AHP)and the fuzzy comprehensive evaluation method to determine the index weight,and constructs the audit evaluation model of supply-side structural reform of coal enterprises.Finally,taking Y coal enterprise as an example,this paper evaluates the supply-side structural reform of Y coal enterprise in 2017,and puts forward audit suggestions.This paper mainly constructs the theoretical system of audit for supply-side structural reform of coal enterprises and improves the relevant theoretical research;constructs the evaluation index system of audit for supply-side structural reform of coal enterprises,forms the audit evaluation model,provides the basis for evaluating the supply-side structural reform of coal enterprises;analyses the results of audit evaluation from various angles,and makes full use of them.In order to find out the problems in the response of coal enterprises to supply-side structural reform and put forward pertinent suggestions.
