Volatile Organic Compounds(VOCs)of refineries is an important emission source of in the atmosphere,and one of the most important sources of VOCs emission is the leakage of the sealing points of equipment,pipelines and valves.Leak Detection and Repair(LDAR)technology is the most effective means to control and reduce emissions.It is one of the most important means to promote the effective implementation of LDAR and improve the management level of sealing point that taking the use of computer for data collection,detection management and maintenance management,combining with the promotion of informationization and intelligentization level of refinery enterprises.Therefore,it is particularly important to establish an intelligent management system for equipment leak detection and repair.According to the leakage detection and repair work guide of petrochemical enterprises,the author analyses the organizational structure of enterprises,defines the twelve kinds of role assignments supporting the operation of the project system,studies the data acquisition objects,on-site detection methods and the management process of leakage maintenance,and analyses the key points of quality control in the implementation process of the project.Combining with the thought of enterprise construction system,the author establishes the system with the life cycle method,which has determined the general requirements,the functional requirements and the technical requirement,and has ensured that the implementation of the project is made up of three parts: client-side,database server and handheld APP.According to the process of Problem Definition and Planning-Requirements Analysis-Software Design-Database Implementation-Software Operation and Maintenance,designed with JAVA language and SQL Server database as the base,the client-side completes the structure design and module design of the system,determines the nine functional modules of server detection management,maintenance management,model management,audit management,account management,regulation management,statistical query,report management and system work.The development of handheld APP are used to realize the data transmission between the client and the handheld terminal,and between the handheld terminal and the detection instrument.Taking the equipment management of one refinery as an example,the application of LDAR intelligent management system has completed the functions of sealing point account collection,standardized use of instrument detection,leakage repair,calculation of VOCs annual emissions and so on.Compared with the management result before,after the use of the intelligent management system,the sealing point of high-risk media has achieved 100% control,the speed of basic data collection has been three times faster,the number of testers has been cut in half,the maintenance time has been drastically shortened,the detection data has been more reliable,the equipment integrity rate has been improved,and the system development has achieved the expected results.
