Pathways Towards Inclusive Green Growth Of Resource-Based State-Owned Enterprises

The report of the 19th National Congress of the Communist Party of China pointed out that at present,China's development is facing problems such as insufficient imbalance,low quality and efficiency,large income distribution gap,and severe task of ecological and environmental protection.These problems are,in the final analysis,the lack of inclusiveness and greening of economic growth.State-owned enterprises are the pillar of China's national economy,and also the wind vane of other enterprises.It is of great significance to coordinate the economic growth,environmental protection and social inclusion of state-owned enterprises,especially resource-based state-owned enterprises(RBSOE),to achieve the sustainable development of the whole society.In 2012,the OECD pointed out that inclusive green growth(IGG)is an optimistic and feasible new economic growth mode that can take into account the economic,environmental and social responsibilities at the same time.However,its theoretical research and practical exploration are still in the initial stage.There is no consensus on its connotation and characteristics,and the influencing factors and implementation pathways are not clear.In order to explore the key factors and the pathways to realize IGG of RBSOE,this paper first defines the concept of RBSOE and IGG through literature research,and defines the connotation of IGG of RBSOE.The paper summarizes the research on resource-based enterprises and IGG in the existing research,and lays the foundation for the development of this paper.Then,based on the enterprise behavior theory,social cognition theory and triple bottom line theory,this paper identifies the set of influencing factors through literature research and practical cases.From five dimensions of policies and regulations,economic market,the public,enterprises themselves and managers' cognition,the research hypotheses are put forward,the data is obtained by questionnaire survey,and the research model is modified by using structural equation model,and the research hypotheses are tested.Finally,according to the test results,this paper puts forward the path to achieve IGG of RBSOE.The results are that: First,the key factor to realize inclusive green growth of resource-based state-owned enterprises is managers' cognition,followed by policies and regulations,and then the public and economic market.Second,the factors influencing managers' cognition mainly include policies and regulations,enterprises themselves and the public.Thirdly,according to the hypothesis test results,the paper puts forward the path of IGG of RBSOE: policy driven path,public supervision driven path,technological innovation driven path and manager cognition driven path.Finally,based on the results,implications are proposed at the government level,the enterprise level and the public level,in order to provide reference for promoting inclusive green growth.
