Research On The Impact Of Water Resource Tax Pilot Reform On The Steel Industry ——Take HG Steel Company As An Example

Water resources play a very important role in economic development and life.However,there are many problems in water resources in China,such as serious pollution and waste.The country's water woes are also constraining economic growth.There are some disadvantages in the water resource fee implemented in the past.In order to alleviate the predicament of water resource,China began to implement the tax instead of the fee.From 2016 to 2017,10 provinces and cities were included in the pilot program.The pilot areas are mostly industrial.Most industrial enterprises use a large amount of water in their production.Industry uses up to a quarter of all water and has been increasing in recent years.Among industrial enterprises,iron and steel industry consumes huge amount of water,ranking third only after thermal power industry and petrochemical industry.Through analysis of steel market,it can be seen in previous years,due to the financial crisis and the impact of changes in prices of raw materials,many steel companies to leak,the status of the production or even stop production,meager profit will loss some iron and steel company,this kind of condition has been recovered in recent years,domestic steel production began to gradually rise,the developing situation of iron and steel industry is also quite good.However,as a large user of water,the change of water resource fee to tax will certainly have an impact on iron and steel enterprises.The specific impact should be further studied and analyzed.Based on this research background,this paper starts from the impact of water resource tax on the steel industry,and uses case analysis and comparative analysis to study and analyze this issue.The research content of this paper is mainly developed from four aspects.First of all,the development of China's water resource tax is sorted out,divided into five stages,and the current water resource tax system in China is expounded.Secondly,the influence of water resource tax reform on China's steel industry is analyzed.This part analyzes the development status of China's iron and steel industry,and then analyzes the impact of water resource tax reform on the iron and steel industry from the tax burden,water consumption and water efficiency,operating conditions and other aspects,and draws a conclusion.Take HG Group as an example to analyze the impact of water resource tax reform.This part firstly introduces HG Group's development history,business operation and tax-related situation.Then it introduces the impact of water resource tax reform on HG Group,including the impact on HG Group's tax burden,water consumption and water efficiency,and operating conditions.Finally,conclusions are drawn through the above analysis,and then suggestions to solve the problems are put forward,including suggestions for the steel industry to cope with the reform of water resource tax and suggestions to improve the reform of water resource tax.The research contents of this paper are useful to improve the water saving consciousness of the company and to promote the technological innovation to improve the water resources utilization in the steel industry.
