Study On Green Transformation And Development Of Traditional Industries In Tumen

At present,China is in a new normal,facing development opportunities and challenges such as improving the quality of economic growth,readjustment of industrial structure and transformation of old and new growth drivers.Industry remains the mainstay of Chinese industry.Today,when the construction of ecological civilization has risen to the level of national strategy,the central government has successively put forward reform measures to urge the green transformation of traditional industries.But the implementation of any superior policy must be carried out by the local government in the end,and the construction of a public service government is a huge challenge,because it involves the specific interest orientation of the local government.From the perspective of public choice,local governments are labeled as the "rational man" hypothesis in economics.The demands approved by the superior government and the goals of promoting local economic development often lead local governments into a multi-party game.This article through to the crossing at green transformation of the traditional industrial development during the "much starker choices-and graver consequences-in cases and problems,from the traditional industrial structure transformation,the key enterprise development cycles,for since 2015 under strict restrictions of traditional industry in the national environmental policy implementation of the difficulties faced backward industrial regions along the border,the loss of labor,backward production capacity,the introduction of a vicious cycle and development problems such as difficult to form a cluster effect,on the basis of the theory of regional economy and public administration,from three aspects:the development of the traditional industrial transformation of the backward area labor principle:First,the market economy of the theory of regional economic development gradient can not be discordant;2.The theory of public choice endows local governments with the pursuit of interests;Iii.Strategy adjustment of multi-party dynamic game under incomplete information.Through the theory and model validation,the traditional backward area problems stem from the theory and practice of industrial development,the author thinks that the orientation of local government to continuously make adjustments during the economic transition,should not only consider the impact of local government and the government at a higher level,but also consider the local economic growth and industrial policy coordination and enterprise to the public production in the industry of satisfaction,in the long run,local economic and social development will face these problems.At the same time,it puts forward four Suggestions to improve the supervision and assessment mechanism,respect the law of economic development,do a good job in industrial service and break down the administrative barriers,so as to adapt to the national economic development policy,comply with the law of economic development requirements,overcome the administrative inefficiency of government departments,and promote the coordinated and win-win development of regional economy and industry.This paper holds that the public management problems existing in traditional industrial enterprises come down to the inefficiency of administration in local governments.Choose the research object of this article is the border minority area city,lower industry gradient,special tourism and the third industry is developed industrial economy,so its industrial development are restricted state industrial policy and international situation,so the study in this paper,the development of the regional proposal does not put all of the local actual situation is different,should adjust measures to local conditions into account.However,the trend of national industrial policy and its corresponding game strategies are widely applicable.The construction of service-oriented government and the improvement of performance appraisal system are the key and difficult points of institutional reform in the field of public administration in China.
