Research On The Impact Of Environmental Regulations On The Interprovincial Efficiency Of Green Innovation In China

Since the construction of ecological civilization has been included in the five-sphere integrated plan,the construction of ecological civilization has become a focus of attention.At the same time,ecological environmental issues have also become an important focus of China’s economic development.However,since the reform and opening up,in order to pursue rapid economic development,China’s industry has always maintained an extensive growth mode,which has caused a series of ecological civilization problems such as serious ecological pollution and lack of resources.In order to solve the above problems,China vigorously advocates the construction of a resource-saving and environment-friendly society.It advocates the promotion of China’s economic development through innovation and technological progress,and the green development and green growth of China’s economy through green innovation.The Chinese government adopts environmental regulations in order to promote the development of industrial economy and promote the development of green innovation of enterprises on the basis of minimizing environmental pollution and resource consumption,thereby effectively Change the current extensive industrial growth model and take the path of green innovation and green development.At present,the relationship between environmental regulation and green innovation is unclear.Environmental regulation may promote or inhibit the development of green innovation.The relationship between the two is not yet clear.Therefore,if we want to develop China’s green economy and achieve green economic growth,we must clarify the relationship between environmental regulation and green innovation,so as to accurately find the balance between the two on the basis of accurately grasping the relationship between the two.Therefore,this article discusses the impact of environmental regulation on the efficiency of green innovation from the perspective of environmental regulation and the efficiency of green innovation.This is to grasp the relationship between the two and accurately and effectively use environmental regulation to improve the efficiency of green innovation and achieve green economic growth in China.Realizing the coordinated development of innovation and ecological environment has certain theoretical value and practical guiding significance.On the basis of collating the research status of environmental regulation and green innovation at home and abroad,this paper aims at the shortcomings of existing research and the current status of environmental regulation and green innovation development in various provinces in China.Based on the relevant data of China’s 30 provinces during the ten years from 2008 to 2017,construct a green efficiency evaluation index system,and use an unexpected super-efficiency SBM model to scientifically measure the efficiency of green innovation of each province in China for ten years,and analyze the changes and differences in the efficiency of green innovation of each province and the three major regions of China.In addition,a static panel model and a dynamic panel differential GMM model and a system GMM model were established to explore the impact of environmental regulation on the efficiency of green innovation of each province.The aim is to effectively improve the efficiency of green innovation in China’s provinces from the perspective of environmental regulations and better achieve the green growth of our economy.After research and analysis,this paper believes that the overall level of the efficiency of green innovation in provinces is good,but there is a clear gap between the efficiency of green innovation in provinces and the three major regions.Moreover,the efficiency of green innovation in the three major regions of eastern,central and western regions presents the general trend of "first rise,then decline and then rise steadily".There is a "U" type nonlinear relationship between environmental regulation and the efficiency of green innovation,that is,there is a "critical point",not a simple linear relationship.Different environmental regulations have different effects on the efficiency of green innovation.
