《Made in China 2025》 puts forward that sustainable development should be taken as an important focus of building a manufacturing power, and clean production should be fully implemented to build a green manufacturing system.A new type of modern technology system should be built around the coordination of green technology innovation and ecological environment system. With the continuous strengthening of order controlled environmental regulation,China has gradually introduced the method of voluntary environmental regulation aimed at reducing environmental pollution.Among them, the environmental management system certification(ISO14001),as a kind of voluntary environmental regulation,is a certificate issued by the third-party authority to evaluate the implementation of the enterprise, and the enterprise incorporated into the environmental management system certification effectively shows the enterprise Environmental quality preference. In addition, with the transformation of enterprises from the traditional single competition to the vertical structure competition mode, the key point for enterprises to obtain long-term competitive advantage is to grasp the buyer’s product demand orientation. From the perspective of the buyer enterprises, this paper first theoretically analyzes the impact of the buyer’s incorporation into the environmental management system certification on the green technology innovation level of manufacturing listed companies, and combs its internal mechanism based on the demand expansion effect and technology spillover effect. The empirical study uses the green patent data of listed manufacturing companies in China from 2007 to 2017 and the disclosed buyer enterprises as samples to construct a multi period dual difference model to test the impact of the buyer enterprises’ incorporation into the environmental management system certification on the level of green technology innovation of enterprises, and constructs an intermediary effect model based on the multi period dual difference model to test its internal mechanism System. The results show that: the incorporation of the buyer’s enterprise into the environmental management certification can effectively improve the level of green technology innovation, and the incorporation of the buyer’s enterprise into the environmental management certification significantly increases the number of applications for green invention patents, green utility model patents and the sum of the two.Further mechanism test shows that the buyer’s enterprises incorporated into the environmental management certification,on the one hand, can grab a larger market share and transmit it to the seller’s enterprises,so as to stimulate the green innovation of upstream enterprises by increasing the demand for intermediate products for the seller’s enterprises;on the other hand, the buyer’s enterprises incorporated into the environmental management certification can improve their own green technology innovation level, and through the tight supply chain The technology of close cooperation spills over to the seller’s enterprises, thus improving the level of green technology innovation of the seller’s enterprises.
