| As one of the important means of transportation in modern society,automobile exhaust pollutants include CO,HC,NOX,and particulates.Many of these pollutants are harmful to the human body and severely damage the natural environment,which has become a serious social problem.With the popularization of the phenomenon of separation of production and sales places caused by the "distribution mechanism of production and sales",transit transportation has become a basic feature of industrial exchanges.In reality,the phenomenon of transit emissions is easily overlooked by scholars and managers.With the increasingly obvious phenomenon of transit transportation,the external effects of transit emissions have an important impact on urban pollutant management and the division of emission reduction responsibilities.How to internalize the negative externalities brought about by this phenomenon to achieve regional balanced development has become an urgent problem that needs to be solved to achieve regional fair development.Therefore,establish a cognitive system,quantitative measurement methods,and solutions for the problem of transit emissions,and realize the coordinated promotion of transit emissions governance and economic development.Development,etc.,has important practical and long-term significance.Firstly,The paper define and explain the transit emissions,and then aggregate the transportation between highway stations to the county(district)and intercity transportation to obtain the transit flow matrix of the research unit.In addition,referring to the more mature motor vehicle pollutant calculation system and spatial differentiation characteristic measurement method,the spatial distribution characteristics of the transit emission pollution in the study area under the two scales are analyzed from the two aspects of overall distribution pattern and spatial differentiation.The results show that:(1)In the overall space,the total transit emissions at the city scale are 1125.5 tons,and the total emissions at the county scale are 5138.97 tons.Among the three types of pollutants,NOX accounts for the largest proportion,93%,PM10,PM2.5 is relatively balanced;(2)Both are in a spatially scattered pattern,and there is no difference between the distribution of the three emission types and the total distribution;(3)On the whole,the differentiation at the city scale The index interval is [0.89,1],and the differentiation index interval is [0.76,0.92] at the county scale.The spatial differentiation index of pollutants is larger at both scales,and the spatial differentiation is more significant.The pollutants showed spatial differentiation characteristics similar to the total.Secondly,based on the strong spatial differentiation of transit emissions,coupled with the misaligned distribution of unit transit emissions efficiency and unit economic output,the concept of emission equity is introduced to analyze the spatial distribution of transit emissions.The results show that:(1)By plotting the Lorentz curve of the total regional transit emissions and the cumulative distribution of GDP,it is found that the Gini coefficient at the city scale is 0.43,which is greater than 0.29 at the county scale,and the Gini coefficient and total volume of the three pollutants are relatively Similar,indicating that the transit emissions at the county scale are more fair to the region as a whole;(2)After calculating the emission contribution coefficient of the research unit,within the study area,only Kunming and Pu’er are fair at the city level,while the remaining cities It is in an unfair state;24 cities are in an unfair state and 31 cities are in a fair state at the county scale.The two areas of unfair transit emissions are likely to appear in counties(districts)bordered by the city,and their spatial locations basically overlap,but At the county scale,the distribution of emissions fairness is relatively compact;(3)In terms of the spatial pattern of emissions fairness,the dislocation between the transit emissions at the city scale and the level of urban economic development is more significant;at the county scale,more serious unfair areas surround Distribution of Kunming City.Finally,based on the above analysis of the spatial fairness of transit emissions,reshaping the concept of spatial deprivation,and backstepping from the calculation method of emissions fairness,first determine the transfer path and determine the compensation principle,in order to screen out the cities that implement compensation and receive compensation Determine the compensation methods at three levels of transportation,industry,and policy,and then propose corresponding optimization strategies to provide an implementation path for improving the fairness of regional emissions.This article studies the concept of transit emissions from the phenomenon of separation of production and sales,makes up for the gaps in the research of transit transport emissions,enriches the research system of vehicle exhaust emissions,and then improves the fairness of the division of regional emission reduction responsibilities.Development
