Research On The Influence Of Environmental Regulation On The Optimization Of China’s Industrial Structure

For Since China’s reform and opening up,the speed of economic development is shocking,but we should also see that the environmental deterioration and ecological damage caused by economic development are also quite serious.But it would be unwise to slow down economic development in exchange for improving environmental quality.Because the economic slowdown will make us stagnate for a longer time in the stage of low-income,high pollution and high energy consumption,and bring more serious pollution.Therefore,in order to realize the sustainable development of economy and environment,it is more important to adjust the industrial structure,digest the excess capacity and increase the proportion of the tertiary industry in the national economy.Through the research of many scholars,it is found that environmental regulation can achieve the improvement of environmental quality on the basis of economic development.It is a new environmental governance model,especially plays a unique role in promoting industrial optimization.With the improvement of environmental concerns,the theoretical system of environmental regulation has been further developed and improved.Its classification is also more detailed,including not only the formal environmental regulation of order type and market type,but also the informal environmental regulation with self-restraint and self-management as the core.The development of informal environmental regulation is caused by the development of network technology and the awakening of public environmental awareness.Public participation plays an increasingly important role in information collection and dissemination.The education level,income status and population distribution density all have an important impact on the public awareness of environmental protection and participation.No matter what kind of environmental regulation,there are advantages and disadvantages.No matter which one is chosen,it should be determined according to the economic development of a country.From the implementation of the two environmental regulations,the eastern region is significantly higher than the national average,followed by the central region,and the western region is the lowest.It is found that there are still many irrationalities in China’s current industrial structure.In terms of industrial rationalization,China’s Taier index tends to decline,but obviously deviates from the equilibrium state,and the value is too large,especially around 2017,the Taier index has rebounded again.In terms of the upgrading of industrial structure,the added value of the tertiary industry surpassed that of the secondary industry in 2012,with a further upward trend.However,the development of the tertiary industry in China lags behind,the proportion of the tertiary industry is relatively low and the labor productivity lags behind the secondary industry,which needs to be further improved.At the same time,the tertiary industry is still in a weak position in international competition,so it is necessary to continue to promote the development of advanced industrial structure.Through the study of the theory of environmental regulation and industrial structure,this paper concludes that technological innovation,social demand,foreign trade,foreign direct investment and other variables play a bridge role in the process of environmental regulation acting on industrial structure.Therefore,the above variables are introduced into the model as intermediary variables to investigate whether and to what extent there are intermediary effects.Considering the potential role of informal environmental regulation,it is also introduced into the model.The static panel model is used to investigate the impact of two kinds of environmental regulation on industrial upgrading,and the whole country is divided into three regions: the East,the middle and the west,respectively,to study the regional differences of environmental regulation on industrial structure adjustment.The conclusion is as follows:First,in the analysis of intermediary effect,formal environmental regulation can act on the rationalization of industrial structure through technological innovation,social demand,FDI,foreign trade and other intermediary variables,that is,there is intermediary effect,but in the test process of industrial structure upgrading,technological innovation and foreign direct investment fail to pass the significance test,that is,formal environmental regulation cannot pass technological innovation New and foreign capital are two ways to promote the progressive development of industrial level,but also need to continue to improve research capacity and optimize the use of foreign capital structure.Second,in the final effect analysis,there is a U-shaped relationship between formal environmental regulation and the rationalization or upgrading of industrial structure at the national level,that is,there is a role of inhibition before promotion,which also shows that there is a reasonable range of formal environmental regulation,which will promote the optimization of industrial structure after reaching this range.From a horizontal perspective,formal environmental regulations have a restraining effect on the rationalization and upgrading level of industries in the East,middle and western regions,but the western region has not passed the significance test,which may be related to the differences in regional economic development stages.Although informal environmental regulation has not promoted the level of industrial rationalization,it has significantly improved the level of industrial structure upgrading in the eastern and central regions.Third,the impact of technological innovation on the industry is only reflected in the level of rationalization,and only plays an effective role in the eastern region,indicating that it is essential to continue to improve the ability of scientific and technological transformation.The influence of consumption demand in social demand on industrial upgrading is significantly higher than that of rationalization,and has a positive role in promoting the eastern and central regions.Foreign trade only plays a negative role in the industrial upgrading,and the results are significant in the whole country,the East and the central region.While FDI has a more prominent impact on industrial rationalization.Although it reduces the level of industrial upgrading in the eastern region,it has a significant role in promoting the central region.
