Study On The Improvement Of Wetland Protection Legal System In China

Wetland,as an indispensable ecosystem of the earth,is known as "the kidney of the earth",the cradle of life and one of the important natural resources.Wetland is a complete,self purification and self balance ecosystem,which has very important ecological functions.It can not only provide a large number of natural resources for human survival and development,but also play an irreplaceable role in regulating natural climate,conserving water resources,degrading water pollution,preventing natural disasters,etc.wetland also provides an important habitat for biological resources All kinds of organisms are protected and their diversity is maintained.Therefore,wetlands are rich in biological resources.However,with the reform and opening up for more than 40 years,China’s comprehensive national strength has been significantly improved,but the protection of the natural environment needs to be improved.As an important natural environment,the wetland ecological environment is seriously damaged.Since China joined the wetland convention in 1992,it has gradually formed the awareness of wetland protection.Compared with developed countries,the awareness of wetland protection in China is relatively late,and its wetland protection and management measures need to be improved.Western developed countries are also constantly optimizing the original wetland protection measures and constantly innovating new protection measures to adapt to the development of society.China is rich in wetland resources and covers a large area,accounting for 10% of the world’s wetland area.Its wetland area ranks first in Asia.However,the concept of giving priority to the development of economy makes the relevant departments pay less attention to wetland protection,the public’s awareness of wetland protection is too dependent on the government,and the state has no special legislation on wetland protection,resulting in no corresponding legal basis as a constraint in the protection and utilization of wetlands.Western developed countries have formulated special laws to protect the ecological environment of wetlands,and at the same time,they have played the role of citizens in protecting wetlands,and achieved good results,providing feasible experience for wetland protection in China,which is worth learning from relevant practices in combination with our own national conditions.Starting from the concept of wetland,combined with the advantages and disadvantages of wetland Convention and the definition of wetland in the United States,this paper points out the advantages of the definition of wetland in China’s wetland protection and management regulations,as well as the damage to the three major functions of wetland in the case of the continuous reduction of the area and quantity of wetland in China.By analyzing the existing problems of wetland protection in China,we can learn from the United States,Britain,Japan and other countries Based on the experience of wetland protection legal system and the reality of our country,some suggestions are put forward to improve the legal system of wetland protection.
