In recent years,with the acceleration of development and construction of urbanization in China,many heavy industrial enterprises in cities have been relocated,which leaves vacant lands in urban areas.With the development of the lands,the harmful substances left behind will cause harm to human body and environment.Therefore,the lands left after the relocation have become the areas with heavy pollution and high risk.The researches into investigation on environmental quality and the assessment and management on environmental risk of these lands has become more and more important.The research area is mainly engaged in the production of modified plastics,polyphosphoric acid,polyester chips(bottle grade and fiber grade).This study mainly through the distribution,sampling and sample detection of the phosphorus industrial enterprise plot,analysis of site contaminants,comparing filter values,put forward the risk control measures of the phosphorus industrial enterprise plot,which aims to provide reference and data reserve for future retired enterprise sites soil health risk assessment and pollution risk control.A total of 69 soil sampling sites and 22 groundwater sampling sites were set up in the original site of the Jiangyin certain industrial park.There are 65 soil sampling points in the site,4 reference sampling points of soil outside the site;20 groundwater sampling points in the site,2 reference sampling points of groundwater outside the site,Collected one solid wood sample,and a sample of surface water on the west side of the tin water.Through site sampling and analysis,site pollutant risk assessment and risk control measures analysis,the following conclusions are drawn:(1)According to the "Technical guidelines for risk assessment of Contaminated sites"(HJ25.3-2014)formulated by the Fomer Ministry of Environmental Protection.This paper using residential land exposure scenario(sensitive land types),the site of soil and groundwater testing and anslysis and do the health risk assessment.The sample analysis detected showed that no corresponding contaminants exceeded the residential land screening values.The results showed that the risk of soil and groundwater did not exceed the acceptable risk level,and no further risk assessment was carried out.The risk of the site was controlled.compliance with safe land conditions.Detection the concentration of phosphorus,phosphate,organophosphorus pesticide and other pesticides in soils of the site,organophosphorus pesticides were not detected in soil and groundwater,Therefore,the inorganic phosphorus in the site does not have a health risk to the human body.(2)According to the research site and the characteristics of pollutants,this paper puts forward the risk control solution of phosphorus,arsenic and chromium pollution site.The main risk control measures are divided into many points,namely,improving soil survey accuracy,putting forward a post-management system for land parcels,doing a good job of long-term monitoring in the latter period,formulating a suitable control system,and formulating environmental management requirements for abandoned soil in the development process.On the basis of theoretical research on the risk environment management system of relocation industrial sites,using the whole process risk management strategy to study the case of the relocation industrial site of phosphorus pollution,expounded all levels of specific environmental risk management program to effectively reduce the damage of contaminated site to the human health,to avoid the site of contaminanted harmful to human health and economic losses,providing reference and foundation for the future risk management of industrial relocation sites.
