Research On The Development Status And Policy Of Carbon Finance In China

On September 22,2020,President Xi Jinping made the solemn promise to the international community that China will strive to achieve the peak of carbon dioxide emissions by 2030 and strive to achieve carbon neutralization by 2060 at the general debate of the seventy-fifth UN General Assembly.The development of carbon finance plays an important role in financial support for the realization of the 3060 goal,which not only challenges the policy of carbon finance development,but also provides opportunities for the development of carbon financial market.In recent years,the international carbon finance has developed rapidly.The concepts of carbon emission trading and low-carbon economy are also gradually paid attention by all countries.The relevant cooperation and research among countries has gradually increased.Generally speaking,the development of carbon finance has initially formed a set of mature operation mechanism.However,compared with the rapid development of international carbon finance,China’s carbon finance is still in the primary stage,the carbon market transaction is not active and the carbon price is low;The carbon market is mainly spot trading,and the degree of finance is not high.At present,under the current path and working mechanism of the national carbon market construction,the function of price discovery and risk management of financial system is still difficult to play in the secondary carbon market.The financial attribute of carbon market is not clear,the financial management department participates less in the process of carbon market construction,and there are many deficiencies in the experience and theoretical construction of carbon finance development policy.However,the development of carbon finance depends on the formulation and implementation of policies for its environmental protection externalities.Based on this,this paper discusses the current situation and problems of China’s carbon finance development policy from the market,financial institutions,enterprises and other dimensions,and combs the carbon finance development policies of the EU,the United States and Japan in detail,summarizes the relevant experience of these countries’ carbon finance development policies and makes a comparative analysis.Finally,the paper puts forward some suggestions to improve the scientific policy of carbon finance development in China from the following aspects:giving full play to the government’s policy guidance,perfecting the carbon emission trading policy,strengthening the bank’s support policy for the development of carbon finance business,and improving the carbon assets management policy of enterprises.
