| Garbage classification in 2019 is one of the key words in the field of people’s livelihood in China.After the mandatory household waste classification in Shanghai,corresponding policies have been introduced across the country to carry out household waste classification.The classification of municipal solid waste is in full swing,but the classification and treatment of rural solid waste are in a marginalized state.Dirty and poor rural environment has always been a prominent problem in China,which not only brings harm to rural ecology and villagers’ physical and mental health,but also deviates from the current rural revitalization strategy.In 2020,Shanghai will carry out garbage classification assessment work on towns and streets,and rural garbage classification management will also be put on the agenda.The improvement of the policy needs to be tested in repeated practice.The implementation of the garbage classification policy has achieved certain effects in rural areas,but there are also some problems.Therefore,based on practical investigation,interview and observation,this paper goes deep into the rural areas of Shanghai,taking Luojing town of Baoshan District as an example,to understand the specific implementation of the rural domestic waste classification policy,find out the shortcomings in the implementation process of the policy,and put forward suggestions for improvement.Based on the survey results,since the implementation of the waste classification policy,Luojing town has just reached the standard in terms of assessment score,which shows that there are still many problems in the implementation of the waste classification policy.Therefore,through in-depth interviews and investigation and analysis,it is found that there are some problems in the implementation process of domestic waste classification policy in Luojing Town,such as lack of publicity measures,lack of villagers’ enthusiasm,difficulties in policy implementation,imperfect rules and regulations,lack of incentive,reward and punishment measures,inadequate implementation of supervision mechanism,villagers’ lack of cooperation,and insufficient support of supporting measures.Therefore,the improvement suggestions of Luojing town’s domestic waste classification policy implementation are to strengthen publicity,enhance villagers’ participation enthusiasm,refine policy content,provide executable basis,combine incentive and punishment,improve supervision and management,and strengthen the budget investment of waste classification management.At the same time,in the governance mode,we should implement the rural characteristic garbage classification mode according to local conditions,and introduce the market-oriented mode.Based on the perspective of collaborative governance,we should fully cooperate with all parties to promote the comprehensive implementation of rural domestic waste classification. |
