Study On Information Disclosure Of Pollutant Emission Permit For Livestock And Poultry Industry

With the advent of the information age,information disclosure system has become a new tool for the government to control environmental pollution and a new way to improve the ability of environmental governance.As the "just need" of modern life,environmental information disclosure has become an important channel for the public to know the current situation of the environment,enterprises to bear environmental responsibilities,and the government to shoulder environmental obligations.Large scale livestock and poultry farms are the main culprits of agricultural non-point source pollution.The information disclosure of pollutant emission permit is an important governance method to solve this problem,and also the most critical legal means.Through the disclosure of pollution information of livestock and poultry industry,we can break through the dilemma of existing agricultural pollution problems.Since 2017,although China has integrated resources to create a national emission permit management information platform,and included livestock and poultry breeding into the scope of emission permit,the problems it faces are still very prominent,such as unclear provisions on the subject qualification of emission information disclosure obligation,unclear scope of emission information disclosure of livestock and poultry breeding The information disclosure of livestock and poultry pollution should be improved.The fundamental reason is that the principle of polluter’s burden has not been effectively implemented,the powers and responsibilities of the Ministry of ecological environment and the Ministry of agriculture and rural areas overlap,and China’s emission permit legislation lags behind.Therefore,to improve the information disclosure system of pollutant emission permit of livestock and poultry breeding industry,we can start from clarifying the subject qualification of livestock and poultry breeding information disclosure obligation,clarifying the scope of livestock and poultry breeding pollution information disclosure,and improving the transparency of livestock and poultry breeding pollution information disclosure.
